Since the beginning of this year, Bishan has successively launched a number of policy combinations to promote scientific and technological achievements from laboratories to market from top-level design.
Relevant person in charge of the Bishan District Science and Technology Bureau introduced that Bishan took the lead in launching the "Twenty-five Policies" in the city at the end of 2020, encouraging scientific and technological innovation from the aspects of optimizing the innovation ecology, gathering innovation resources, improving innovation capabilities, and promoting the transformation of scientific and technological achievements. This year, Bishan revised the "Twenty-Five Policies" and added multiple contents to support enterprises in transforming scientific and technological achievements, with obvious results. For example, supporting enterprises to carry out registration for technology contracts can be calculated based on the technical transaction amount, and a reward of up to 2 million yuan can be obtained, effectively stimulating enterprises' enthusiasm for transferring and transforming results. From January to September this year, Bishan has completed 23 technical contract registrations and achieved a transaction volume of 190 million yuan. In 2020, this data was 11 items and 57.6815 million yuan respectively.
Bishan also issued the "Implementation Opinions on Creating a New Highland of Scientific and Technological Innovation (Trial)" and the "Implementation Measures for Fault-tolerant and Correction of Scientific and Technological Innovation in Bishan District (Trial)", which strengthens responsibilities and refines tasks from all aspects of innovation carrier construction, science and technology system reform, and transforms scientific and technological achievements. The company established Yuhai Industrial Design Research Institute to transform the research and development results of intelligent polymer molding and processing equipment, and the orders were flooded. This year, it was also included in the cultivation list of the first batch of municipal industrial design research institutes in Chongqing.
At present, Bishan has built 36 research institutes and companies of various types, gathering more than 600 scientific researchers, of which 16 have established municipal R&D platforms, effectively promoting the transfer and transformation of scientific and technological achievements.

Bishan has built the first pilot sharing base for electronic product research and development in the southwest region based on Chongqing High-tech Industry Research Institute. Among them, it includes 2 flexible production lines, circular assembly lines and other pilot production lines, 9 testing laboratories for high and low temperature aging, and 12 professional pilot platforms such as nano silver films. At present, more than 50 high-tech products including 4KW air-cooled fuel cell stack are being piloted here to experience the "acceleration" of the industrialization of scientific and technological achievements.
In order to promote the development of the local sensor industry, Bishan is promoting the construction of a general pilot production line for MEMS intelligent sensor packaging and testing, which can provide pilot and detection services for high-end sensors such as high-precision resonant pressure sensors, high-precision MEMS inertial sensors, high-temperature and high-performance silicon piezoresistive pressure sensors, etc.

Chongqing Lihe Qingchuang Technology Incubation Park entered Bishan in 2018 and was officially recognized as a national science and technology enterprise incubator by the Ministry of Science and Technology this year.The incubation park held more than 50 activities of various types, serving thousands of entrepreneurs. The incubated Chongqing Shimio Technology Co., Ltd. has entered the recommended catalog of service providers of the Ministry of Industry and Information Technology's "Digital Empowerment of Small and Medium Enterprises" and the list of Chongqing key industrial software products.
