According to the public announcement in the first half of the year, we saw that the cumulative number of shared bicycles in Beijing in the first half of the year reached 418 million, and the average daily number of riders reached more than 2.31 million, an increase of nearly 15% compared with the same period last year.
However, although shared bicycles have brought great convenience to people's short-distance travel, they have been widely criticized for inadequate management, difficulties in refunding deposits, artificial damage and inadequate use according to regulations for a long time. Of course, this is not the case in Beijing, and the same situation has occurred in all regions across the country. Especially in the early stages of the investment of shared bicycles, a large number of shared bicycle operators over-invested vehicles at all costs in order to occupy the market as soon as possible, resulting in oversupply and "many cars and fewer people". As a result, there were problems such as inadequate management, inadequate service, illegal parking, random discarding, and even worse human damage. For example, through the news footage, we saw that someone threw shared bicycles directly into the river, some ridden shared bicycles to their homes upstairs, and some people locked the shared bicycles and turned them into their own assets, etc. In response to these chaos, relevant departments took timely action to regulate the total number of vehicles deployed. At the same time, they interviewed relevant shared bicycle operators to strengthen the management and services of shared bicycles and effectively resolve a series of problems.
In fact, to this day, cities such as Beijing have been working hard to continuously strengthen the guidance of the use of shared bicycles and to accurately lock shared bicycles through technical means to facilitate the parking of shared bicycles as required. For example, in the first half of this year, Beijing's Bicycle and Electric Vehicle Industry Association joined forces with the three major operators of shared bicycles in Beijing - Meituan , Hello and Didi Qingju, to carry out continuous "civilized cycling and orderly parking" publicity and mobilization in Beijing. At the same time, from the perspective of strengthening the construction of the rule of law, cyclists who illegally use shared bicycles and even cause bad effects were dealt with. For example, according to the provisions of the "Joint Restrictive Convention on the Regulation of User Parking Behavior in the Beijing Regional Internet Rental Bicycle Industry", in May this year alone, 30 bicycles were included in the "Beijing Regional Illegal Parking Joint Restricted Bike List". In other words, every day, there are bicycles that do not use shared bicycles correctly in accordance with regulations. The most prominent phenomenon is that they do not park shared bicycles in designated parking areas according to regulations. Some people even ride with bad intentions and park shared bicycles in the middle of the road. In such a period of poor vision at night, it is particularly easy to cause safety hazards.
For example, among these 30 cyclists who were included in the "restricted cycling list", nineteen cyclists illegally parked their shared bicycles on the main roads of the loop and highways, accounting for more than 63%. Such behavior is very dangerous and can easily cause traffic accidents. In addition, there were eleven illegally riding bikes in the 16 no-parking zones in the core area, with illegal parking more than three or more times, accounting for nearly 37%. We all know that if you illegally park, or if you are really anxious about doing things, you will not be able to find a convenient parking spot for a while, so you park illegally.However, it is unspeakable to say that there are three or more illegal parking times. This shows that illegal parking has become natural and is a reflection of the need to improve personal quality and the lack of public awareness and sense of responsibility! To this end, relevant departments in Beijing continue to work with relevant shared bicycle operators, and by implementing stricter development measures and standards, they will impose stricter restrictions and penalties on related violations, thereby better cultivating users' good habits of civilized cycling, civilized parking, and civilized traffic.
In addition, when it comes to the "Beijing Regional Internet Rental Bicycle Industry Joint Restriction Convention on Regulating User Parking Behavior", it has actually started to be officially implemented in February this year. As of the end of July, 482 illegal bicycles have been included in the "Beijing Regional Illegal Parking Joint Restriction of Rides". This also shows that how to help bikes correctly park shared bicycles in designated areas is still an important challenge, and there are still many bicycles that make mistakes in this regard. What’s more important is that looking across the country, all provinces, cities and regions are strengthening strong supervision and governance of illegal use of shared bicycles, especially in response to illegal parking, strict control has been strengthened. For example, on the 16th day before yesterday, Zhengzhou City, Henan Province announced the first batch of user restricted riding, among which 348 users were "on the list", and these users will be punished for not being able to ride any brand of shared bicycles within five days.
In fact, in order to make the corresponding punishment more effective, the local relevant departments have also joined hands with all local shared bicycle operating units such as Meituan, Qingju and Hello, to punish violators accordingly. In addition, currently, the shared bicycle operators in Zhengzhou have jointly launched the "Joint Initiative on Restricting Users' Rides in the City of Zhengzhou", actively cooperated with relevant local departments to launch a joint restriction on illegal parking and distribution of shared bicycles in the city. It is worth mentioning that such restrictive activities have achieved relatively good success. After strong publicity and guidance, the awareness of local shared bicycles to change cars at designated car replacement sites has been significantly improved according to regulations. For example, the backend operation data of Hello Bicycle shows that the current fixed-point car replacement rate has exceeded 90%.
