His name is Wu Keli, Mongolian, formerly known as Wu Bin, and he was born on November 1, 1933 in the Inner Mongolia Autonomous Region Tumet Banner Tabuzi Village (now Tabsai Village, Tumet Left Banner, Hohhot, Inner Mongolia).
His father Ulanhu is a time-tested communist fighter, an outstanding leader of the party and the country, an outstanding proletarian revolutionist, an outstanding leader of national work, and an outstanding general of our army. He once participated in the revolution under the alias of Chen Yunzhang and others. After liberation, he was awarded the rank of general and served as vice president of the country.

In 1959, there was a severe drought in Gansu, the world was cracked, crops were dry, and it was difficult for people and animals to drink water.
Wu Keli led a small team to Gansu for artificial rainfall experiments. The rocket soared into the sky, hitting the clouds, and instantly thunder and lightning, and heavy rain. Since then, Wu Keli and his colleagues have conducted many artificial rainfall experiments in Ningxia, Sichuan, Liaoning and other places, and all have been successful.
In 1974, Ukraine overcame numerous difficulties and finally successfully developed a high-temperature inorganic fire-retardant coating under extremely difficult conditions.After applying this kind of paint on an ordinary carton, spray it with a flamethrower for 20 minutes, and the carton is still intact. The invention of fire retardant coatings filled the gap in the country, and Wukeli won the title of National Model Worker and was awarded the "May 1st" Labor Medal.
