Ministry of Ecology and Environment "Comprehensive Management Plan for Volatile Organics in Key Industries" (Huandae [2019] No. 53) and "2020 Volatile Organics Treatment Plan" (Huandae [2020] No. 33) proposed . If enterprises adopt coatings, inks, adhesives, etc. that meet the national regulations on low VOCs content products, and the emission concentration is stable and the emission rate meets the relevant regulations, the corresponding production process of does not require the construction of terminal treatment facilities; the process of using VOCs content (mass ratio) is lower than 10% , and VOCs unorganized emission collection measures are not required. Recently, Shandong Provincial Department of Ecology and Environment issued relevant encouragement policies. is as follows:

(I) Exemption of terminal governance facilities.
In the same production line, paints, inks, cleaning agents, adhesives and other VOCs-related raw and auxiliary materials have been replaced. The VOCs content meets the relevant requirements of low volatility, the VOCs emission concentration and emission rate are stable to meet the standards, and the on-site management is standardized, the corresponding production process may not require the construction of VOCs terminal management facilities. Enterprises that meet relevant requirements may stop operating if they have built VOCs terminal governance facilities; newly built enterprises may no longer require the construction of VOCs terminal governance facilities.
1. Complete the replacement of low-volatility raw and auxiliary materials.

The VOCs content of ink should comply with the relevant limit requirements in Table 1 of "Volatile Organic Emission Standard Part 4: Printing Industry" (DB 37/2801.4) and "Limits of Volatile Organic Compounds (VOCs) Content in Inks" (GB/T 38507). The VOCs content of the cleaning agent should meet the water-based cleaning agent in Table 1 and the relevant limit requirements in Table 2 of the cleaning agent. The VOCs content of the adhesive should comply with the relevant limit requirements in Tables 2 and 3 of the "Limits of Volatile Organic Compounds of Adhesives" (GB/T 33372).
2. Pollutants are discharged stably and meet standards.

The monitoring process should comprehensively consider factors such as production process, operating conditions, use of raw and auxiliary materials containing VOCs, and waste gas collection rate. In accordance with relevant monitoring technical specifications, monitors the emission concentration and emission rate under the most unfavorable production conditions.
3. On-site management complies with environmental protection specifications.

(II) Exemption of VOCs unorganized emission collection and treatment measures.
In the same production line, the VOCs content (mass ratio) of raw and auxiliary materials are both lower than 10%. The unorganized VOCs emission concentration in the factory area and the factory boundary has stable meeting the relevant standard limit requirements. If the on-site management is standardized, the corresponding production process may not require the collection and treatment of unorganized emissions. Enterprises that meet relevant requirements, such as has built unorganized emission collection and processing facilities, can stop running ; new enterprises can no longer build collection and processing facilities.
