Up to now, the city has 52.4 invention patents owned by every 10,000 people, ranking among the top sub-provincial cities, and Xi'an has the fourth place in the country in intellectual property creation potential.
In recent years, our city has focused on the independent and controllable intellectual property rights, urgently needed and key areas of the industry, continued to promote the construction of the intellectual property operation service system, expanded the market-oriented path of the transformation of intellectual property results, and actively used intellectual property rights and financial policies to fully serve innovative entities such as universities, research institutes, and enterprises. Actively promote the pilot of comprehensive innovation of intellectual property rights in colleges and universities, vigorously support 11 universities including , Xi'an University of Technology, and 11 universities that promote the reform of intellectual property rights "three rights" and explore new models of patent "open licensing" operation. Since the beginning of this year, universities in Xi'an have obtained a total of 9,278 patent authorizations, accounting for 32.5% of the total authorizations in the city.
Xi'an is the core carrier area of Qin Chuangyuan's construction. In recent years, our city has established an intellectual property think tank and has built a national intellectual property service industry cluster pilot zone, absorbing 119 experts and attracting more than 60 well-known institutions to start businesses in Xi'an. In terms of financial policies, our city uses financial tools to help enterprises enter the fast lane of development. Through investment and establishment of the "Xi'an Intellectual Property Operation Sub-Fund", the intellectual property escort action for listing science and technology enterprises was implemented, and 103 key industrial projects such as optoelectronic chips were invested in 968 million yuan, helping 9 companies including "Yuanjie Semiconductor" and "Borite" successfully go public, and 79 companies were listed on the New Third Board. At the same time, it has facilitated intellectual property pledge financing of 11.84 billion yuan, injecting blood into more than 2,000 science and technology enterprises.
By fully building an intellectual property service platform, our city has actively expanded new paths for the integration of the "two chains" and promoted the transfer and transformation of "intellectual property" to "assets". In September last year, the "Xi'an Intellectual Property Operation Service Platform" built has currently 112 institutions, 17 universities and institutes signed, and has released more than 5,000 convertible patents and 116 patent technology requirements.
In August this year, Xi'an was selected as the first batch of national intellectual property-strong city construction demonstration cities. The high-tech zone was approved as a national intellectual property-strong country construction demonstration park, Beilin District was approved as a national intellectual property-strong county construction demonstration zone, and Yanta District was approved as a national intellectual property-strong county construction pilot zone. The city's intellectual property work shows a trend of national participation, accumulation of momentum, strong momentum and vigorous development.
