The afternoon of the first day, I asked my colleagues what they needed to pay attention to, because I had been in the institute for a short time and was not familiar with the business, so I was unsure of it. "There is nothing to pay attention to. It's just that tomorrow you will be smart and follow behind. If you see something is wrong, run away." The colleague said seriously.
We faced Chaoyang to check each household at 4 farmers' markets and supermarkets with fresh meat sales. The night before, the tit-for-tat and sword-like shadows that I imagined did not appear at all. The business owners were calm and cooperatively underwent the inspection, and my uneasy heart gradually let go.
colleagues were wearing uniforms, while carefully and quickly checking the "two chapters" on the pork ketone body, checking the receipts, looking at the source of fresh meat, "two certificates and one report", practitioners' health certificate , etc., while carrying out major animal disease prevention and control and food safety legal knowledge publicity for business owners. When encountering that the health certificate is about to expire, they will take out the free health examination certificate from their bag, help them quickly and hand it over to the other party, and remind them to go and handle it in time. It’s true that they are all “old rivers and lakes”! I think there are so many "hands and feet" in the inspection of a fresh meat stall, and this job is really not easy. After the
inspection, I asked my colleague why he scared me yesterday. He smiled and said, "I didn't lie to you. When the Food and Drug Administration was first established, we met two pig dealers and suspected that there were any problems. As a result, others pushed the car and ran away. The bone-cutting knife in their hands was shining coldly, all of which were big and thick, which was scary. In recent years, our food safety supervision has been effective and the market has been standardized, so everyone cooperated like this." "Why do they do that?" "They are very disgusted with people wearing uniforms and thought they were asking them to charge management fees!" The operators of
faced the resistance of market supervisors from "running at first sight" to the cooperation of "consciously accepting" now, which also indirectly reflects the improvement of the law enforcement environment and business environment.
2. Changes in concept
In a blink of an eye, it was March 2019. In response to the national market and leapfrog development requirements, the Market Supervision Bureau came into being, and I changed from a "food and drug man" to a "market supervisor". This year, the bureau has begun to comprehensively standardize and rectify the pork market in response to the increasing number of bacon products on the market, opening a new model and a new journey.
The leader took over several bacon cases handed over. One of the parties said in his defense and said that I was deeply impressed. She said: "I smoke a few pieces of bacon at home to sell it. Why is it illegal? Isn't this what we do in rural areas? No one told me that I can't sell it?" Yes, while handling the case, everyone is also thinking about how to solve the problem of the people not knowing the law and how to make the bacon market develop in a standardized and orderly manner.
Bureau began to focus on preventing major risks of meat products and the development of local characteristic industries. We have invited experts to provide on-site guidance to these business owners and urged them to apply for an food production license and legal operation of . At the same time, we have adopted various methods to allow food safety laws and regulations to enter enterprises and guide market entities to operate in accordance with the law.
An old comrade said to me: Xiao Zeng, the times have changed, the institutions have changed, and our people and our work must also change. How to free ourselves from the old "suppressive" management and "strong law enforcement", correctly handle the relationship between management and service, and achieve the goal of "management with excellent control but not chaos", bacon market supervision has taken an important step in "changing concepts".
3. Changes in pattern
Changyang Firewood smoked bacon has a long history and is deeply influenced by Chu culture. It has the characteristics of excellent color, fragrance, taste and easy to preserve. With the rapid development of e-commerce in recent years, it has been sold all over the country and is highly favored by consumers.
In the past few years, the county's bacon production certified enterprises have grown from the initial two or three to nearly 30. There are 4 fresh fresh meat suppliers in the county and 3 designated slaughterhouses, producing about 600,000 pigs annually and the cold storage area is about 54,000 square meters. Although it has a certain scale from pig breeding to bacon production, it is still far from standardization, scale and branding. How to become bigger and stronger is a very concerning issue for farmers and producers and operators. As a local characteristic industry, the development of the bacon products industry is directly related to the vital interests of tens of thousands of farmers and dozens of business entities.
In a mountainous ethnic minority county like ours, it is not enough to only focus on supervision and law enforcement to develop the economy. It also needs to strengthen the scale of market entities, cultivate advantageous market entities, and create a good market environment. Together with my colleagues, I completely abandoned the narrow market concept formed when managing small vendors in the past, established a new market concept of large openness, large circulation, large competition and large services, and worked hard to comprehensively build a fair, open and fair market competition environment.
"Updated and downstream enterprises in the county's food industry must strengthen supply and demand docking and information exchange, and talk about cooperation, interaction, and group warming together to achieve mutual benefit and win-win results." This is the consensus reached by us after thinking and discussion. At the end of 2020, we clarified the working ideas of "building associations, ordering group bids, and highlighting brands" and revitalizing the "Qingjiang Taste" brand. Through extensive visits and investigations, we have figured out the inventory, distribution and current industrial development status of industry entities. We have drafted the "Changyang Bacon" and "Changyang Sausage" group standards, laying the foundation for the establishment and brand building of the association's professional branch.
At the end of 2021, several years of busyness finally blossomed and bear fruit. The Changyang Bacon Products Industry Branch was established; a group standard expert review meeting was held on June 10, 2022. From then on, meat products producers and operators scattered in Changyang have a "mother's home", which will undoubtedly play an important role in achieving standardized production, strengthening industry self-discipline, improving product quality and competitiveness, and ensuring food safety. We believe that "Qingjiang Taste" will blossom all over the country.
