In the process of carrying out ethnic work and promoting the development of ethnic unity, Wudu District has always firmly grasped the correct political direction, and taken ethnic work as a major event that concerns the overall situation, development, and stability. Taking the forging of a strong sense of community for the Chinese nation as the main line, it has continuously promoted the innovative development of ethnic unity and progress.

"Only by taking action can we serve the people." This is a sentence that Yang Sanmu Zhou Chang, secretary of the Party Branch of Pingya Village, Pingya Tibetan Township, said. As Secretary Yang said, in the past ten years, the mountains and towns changed drastically. Since he was elected as a village cadre in Pingya Village, Pingya Tibetan Township in 2012, he has served as a village director, village party secretary, township people's congress representative, district people's congress representative, and municipal people's congress representative. He has taken root in this vast land of the countryside, selflessly dedicated and silently worked, leaving a series of solid footprints.

The previous Pingya Tibetan Township is located in the forest area of the mountains. The mountains are large and deep, the traffic is inconvenient, and the information is blocked. The villagers live in 9 natural villages, and the production and living conditions are very difficult. During the 13th Five-Year Plan period, Pingya Tibetan Township seized the opportunity and launched the implementation of poverty alleviation relocation projects in the entire township.
Faced with the heavy responsibility and pressure of relocation of the entire village, Yang Sanmuzhou spread the policies through broadcasting and publicity at 7 a.m. every day, actively cooperated with the poverty alleviation land acquisition team, organized the village "two committees" team and mass representatives to select the site at the resettlement site, measure the land on the spot, and register the transplanting of trees. A mass meeting was held in the evening to publicize the relocation policies to the masses, which enhanced the masses' confidence in relocation. He often said: "Only by going among the farmers and talking and contacting them can we truly understand the true needs of the farmers." As of the end of 2018, all 118 households in Pingya Village moved into beautiful Tibetan-style new homes, and became the first village in the township to register for relocation.

Since the 18th National Congress of the Communist Party of China, Wudu District has studied, deployed and implemented ethnic work with economic construction and social development, and has kept a close eye on the key points of effectively connecting the consolidation and expansion of poverty alleviation achievements in ethnic areas with rural revitalization, and has focused on doing a good job in stabilizing growth, promoting reform, adjusting structure, preventing risks, and benefiting people's livelihood. The economic development of ethnic areas in the whole region has been accelerated and the comprehensive strength has been continuously improved.
In order to achieve the goal of "moving out, stabilizing, and getting rich", Pingya Tibetan Township has come up with many "golden ideas" in infrastructure construction, subsequent industrial assistance, labor employment, etc., and explored and implemented the "1+5" development model based on actual conditions. Through four channels such as labor transfer, public welfare positions, , industrial parks, and rural factories, each household can solve at least one employed population to help people find employment and increase their income.

"In the past few years, we earned small wages when we went out to work. In recent years, the party's policies have been good. The government organized labor training. At the same time, Pingya Tibetan Township continues to increase the skills training for migrant workers and continuously improves the wage income of migrant workers. The township has trained a total of 2,162 laborers. Through skill training, 60% of migrant workers have become stubborn workers, with a daily salary of about 350-450 yuan, and the annual labor income of the township has reached 39.14 million yuan. The "Pingya Shelf Worker" brand has become the "new business card" of Pingya migrant workers.

The villagers' pockets were bulging and there were more smiles on their faces. Today, the people of Pingya live in spacious and bright buildings, walking on flat and clean concrete roads. The schools and health centers are right at their doorstep, walking one by one, looking at them one by one. The smiles of the villagers are full of the joy of relocation and their longing for a happy future life.

Since the 18th National Congress of the Communist Party of China, Moba Tibetan Township has regarded industrial cultivation as the key point of rural revitalization, encouraged and guided the rural areas of all ethnic groups to develop black pigs, Zhongfeng breeding, pepper, Chinese medicinal materials and other industries to enrich the people. It has led the industrial development model with the party building of "party branch + cooperative + farmers", effectively coordinated industrial poverty alleviation funds, established farmers' professional cooperatives, and promoted people's income growth.
At the same time, Wudu District seized the favorable opportunity of cooperation between the east and west, and introduced the entire industrial chain projects of the cultivation and farming cycle and deep processing according to local conditions. This year, Moba Tibetan Township became the first elephant grass planting site in the district.
"Our project belongs to the East-West cooperation project, which mainly focuses on planting elephant grass and remediation of abandoned land, using the existing returning farmland to grassland to comprehensively utilize the land, and enhancing the value of the land. After the successful planting of elephant grass, we can sell elephant grass or adopt the breeding cycle model to develop beef cattle breeding. Now, the income per mu of elephant grass planting alone can reach more than 6,000 yuan per mu, and it also solves the employment problems of surrounding people." Song Weijun, general manager of the Agricultural Development Department of Huayi Co., Ltd., introduced.
