Since the provincial coaching certificate was cancelled in 2016, especially the national professional qualification of in 2020, some regions may overcorrect , which greatly weakens the requirements and management of coaches. This time, the 2022 version of the "Motor Vehicle Driver Training Management Regulations" has mainly changed the following.

1. Basic qualifications

is only the expression of knowledge of the coach. The 2006 and 2016 editions of the "Motor Vehicle Driver Training Management Regulations" use "proficiency" and "familiarity" to describe knowledge. The 2022 version of the "Motor Vehicle Driver Training Management Regulations" uses "familiarity" and "understanding". In recent years, the degree of contempt for coaches is not an exaggeration to use such changes in terms of words. What is the purpose of this changing word? Is it the driving school coaches who are essentially like this or are they currently using the coaches to reduce the dimensionality, and I don’t know the motivation for modifying it. There is no change in

skills. The three versions of the "Motor Vehicle Driver Training Management Regulations" are highly consistent and "having the teaching ability to explain driving essentials, demonstrate driving movements, and guide driving."

In actual training, people are more concerned about whether the basic qualifications have also been cancelled with the cancellation of coaching certificates and national professional qualifications? This is a misunderstanding. Cancellation of certificates does not mean cancellation of knowledge and ability (skills). It is a huge mistake for coaches to take up their posts without knowledge and ability.

In actual training and teaching, it is not ruled out that there are people who have been engaged in education and teaching before. Such a person may have certain teaching abilities, but someone must identify the level of knowledge and skills of such a person before he can take up the post. For most people, they do not have teaching knowledge and ability. The practice of taking up the job only with driving experience, education and other factors is an irresponsible behavior.

[Case] ​​At 13:45 on April 27, 2017, a small car coach at a driving school was driven by a driver without instructor qualifications. When he was traveling west to east along Yulonghu Road, Bincheng District, Binzhou City to near Wuli Village, the car was too fast and hit the curb stone, resulting in the death of two people, one seriously injured and the other slightly injured. The students on the bus are students of a driving school. The driver does not have the qualifications of a trainer, does not belong to any driving school, and has toxic driving. The traffic police determined that the driver bears all responsibility for the accident in accordance with Article 91 of the "Regulations on the Implementation of the Road Traffic Safety Law of the People's Republic of China" and Article 46, paragraph 1, item 1 of the "Regulations on the Handling Procedures of Road Traffic Accidents".

2. Changes in coach management

(1) Coaches implement a professional skill level system. As a "skill hierarchy system", it is a major reform in our country that has never been seen before and is a major manifestation of professional recognition towards marketization in accordance with international practices. Therefore, since the national professional qualification was cancelled in 2020, it is still in the slow and cautious transition period of . The recognition of coaches' level is mainly restricted by the following points:

① People have not yet fully understood the sudden transformation from the national professional qualification system to the level recognition system.What exactly is level certification and what is its use for driving schools?

② Driving schools are facing cost turning points, or survival is on the edge. How to survive next step is still undecided. How can other matters be taken into account?

③Level certification agency is full of doubts. Whether it is the national professional qualification appraisal institution in the past or the level certification units today, they should "put social benefits first and not make profits the ultimate goal." But in fact, on the contrary, many institutions aim for profit. This creates an embarrassing situation of "those who cannot do it rush to do it, and those who can do it are dragged behind". Since the level determination is marketized, it requires a marketization process. This process can take 1 year or several years to achieve a healthy and orderly process. At least the implementation of the 2022 version of the "Motor Vehicle Driver Training Management Regulations" begins, and all driving school coaches will not implement the hierarchy immediately.

④ Article 18 of the 2022 edition of the "Motor Vehicle Driver Training Management Regulations" "Motor Vehicle Driving Training Coaches Implement a Professional Skills Level System" and "Encouraging Motor Vehicle Driver Training Institutions to give priority to hiring personnel who have obtained professional skills level certificates as coaches." (2) Coach training (pre-job training and continuing education). The 2022 edition of the "Motor Vehicle Driver Training Management Regulations" clearly puts forward the terms of "pre-job training" and "re-education". For some time, due to the reform of deregulation, regulation and service, coach training has been timid and stagnant. From the national level, vigorously promote education or lifelong education. For example, the "Opinions of the State Council on Implementing the Lifelong Vocational Skills Training System" (Guofa [2018] No. 11), "Improving the lifelong vocational skills training policy and organizational implementation system." Coaches are both professions, teachers, and safety-related activities. Whether it is pre-job training or continuing education, it is of great significance. The corresponding hours were proposed in the draft for soliciting opinions. In the final published draft, pre-job training and continuing education will no longer appear, which may be conducive to carrying out training in accordance with local conditions.

(3) In the implementation of coach training, it is still implemented by the "Motor Vehicle Driver Training Institution". But coach training is indeed a professional training activity with a certain difficulty different from driving training. It is difficult for ordinary driving schools to train self-training coaches. Previously, most of them were undertaken by some transportation universities or vocational colleges, and played an important role in improving the quality of coaches. Article 12 of the "Procedures for the Certification of Vocational Skills Levels (Trial)" (Humanities and Social Security Vocational Department Letter [2020] No. 17) "Independent legal entities (including vocational colleges and other vocational colleges) that meet the conditions may apply to the human resources and social security department to carry out vocational skills level certification", explaining the possibility of relevant vocational colleges intervening in skill recognition or training. Although the distance continuing education for road transport practitioners is implemented by driving schools, most of them are entrusted to third parties. Kuang Guobanfa [2015] No. 88 proposed to "pilot the vocational education of coaches, improve the coach's continuing education system, and improve the quality and teaching level of the coaches' team", which also has a certain degree of training needs for high-level coaches' knowledge and skills structure. It is understood that the implementation of the "regional driving school joint commissioned training model" in some regions is suitable for the actual situation in my country and can implement effective high-level training and education methods that comply with laws and regulations.

3. Regarding the professional qualifications of coaches

Driving school instructors are related to safety, whether in terms of their working environment, homework tools, or homework goals or purposes. In 2021, road transport driver (passengers, goods, dangerous goods) will be included in the national access professional qualifications (see the 2021 National Professional Qualification Catalog).Whether motor vehicle driving instructors who are even better than road transport drivers should be included in the national professional qualifications, more people may expect or drive school coaches to pay more public safety, which requires higher national treatment and status.
