The Japan Broadcasting Association (NHK) website reported on December 14 that the Ishigaki City Council of Okinawa Prefecture passed a resolution that day requiring the establishment of a New Territories monument on the Diaoyu Islands and its affiliated islands. The resolution claims that the old boundary monument set in 1969 has been severely weathered. In addition, Ishigaki City has changed the administrative place name of the Diaoyu Islands from "Dengye Castle" to "Dengye Castle Senkaku", and the New Territories Monument should reflect this change. was proposed by the Z4z Liberal Democratic Party member Nakama on December 8. Nakama had previously visited the waters near the Diaoyu Islands to engage in political announcement activities. In 2012, Nakama boarded the Diaoyu Islands and found that the handwriting on the boundary monument set in 1969 had also been severely weathered and was basically unrecognizable.
In mid-May 1969, the then Mayor of Ishigaki City, Ishigaki Xixing, and others boarded Diaoyu Island, Huangwei Island , Chiwei Island, North Island and South Island and set up boundary monuments on these five islands. At that time, Okinawa was still under American governance. A few months later, in November 1969, Japan and the United States reached a joint statement agreeing to return to Okinawa in 1972.
Since from the Japanese position, the land on Diaoyu Island, North Island , Nanxiao Island and Chiwei Island are all “state-owned” by the Japanese government, so land on the island requires prior application to the central government. Ishigaki City Mayor Nakayama Yoshitaka said after the resolution was passed that he would apply to the central government. In an interview with NHK, Zhongshan also said: “If the application is approved, he will personally land on the island.” In recent years, the Chinese coast guard has stepped up patrols in the waters of the Diaoyu Islands.
