Regarding further strengthening drones and other
Notice
In order to ensure public safety and maintain Xiamen airspace order, according to the relevant provisions of the "Regulations on Public Safety Management of Civil Unmanned Aviation in Xiamen", the relevant requirements for strengthening the safety management of civil unmanned aircraft such as drones will be announced as follows:
1. Sales and purchase real-name registration . Sales of civil unmanned aircraft such as drones shall establish a sales ledger to record the purchaser's name (name), contact information, and the name, model, serial number and other related information of the civil unmanned aircraft product, accept inspection by relevant departments, and inform the purchaser of relevant usage regulations and instructions. After obtaining the civil unmanned aircraft, the owner of the civil unmanned aircraft shall apply for registration with , the Civil Aviation Administration of China civil unmanned aircraft real-name registration information system (https://uas.caac.gov.cn) in accordance with regulations.
2. Pre-approval and report . The takeoff of civil unmanned aircraft such as drones should strictly implement the requirements of the " Basic Flight Rules of the People's Republic of China" and " General Aviation Flight Control Regulations ". declares the flight airspace and plans to the flight control department in advance, and who need to go through other flight procedures shall be handled in accordance with the law. After the approval of , will use civil unmanned aircraft such as drones and other civil unmanned aircraft in schools, kindergartens, hospitals, stations, passenger terminals, shopping malls, stadiums, exhibition halls, parks, cinemas, theaters and other public gatherings, crowded places and large-scale event sites, will also need to report the takeoff position and flight range through the "Xiamen Baixing" APP unmanned aircraft module 24 hours before takeoff.
3. Obey flight route . Strictly fly according to the declared route and scope. Flying over important units, facilities and places related to national economy and people's livelihood, national security and public safety is strictly prohibited and flights are prohibited in the airspace protection area and electromagnetic environment protection area and related protection requirements of the Xiamen Gaoqi International Airport.
4. Serious legal liability . If a flight without approval from the flight control department, the relevant department shall handle it in accordance with the law; if the takeoff position and flight range are not reported 24 hours before takeoff, the public security organ shall warn in accordance with Article 19 of the "Regulations on Public Safety Management of Civil Unmanned Aviators in Xiamen". If the circumstances are serious, the individual shall be fined RMB 11,000 and the unit shall be fined RMB 15,000 ; if illegal flights disrupt public order, , illegally cracking the drone safety control information system, etc., constitute violations of public security management, the public security organ shall be punished in accordance with the provisions of the "Public Security Administration Punishment Law"; if crimes involve crimes, criminal liability shall be pursued in accordance with the law.
