Putin gave a speech at the Army-2022 Forum on August 15, claiming that the armed forces of the two puppet states of Russia and Donbas were "doing their duty" to fight for Russia and "liberate" Donbas.
This latest statement of the objectives of the special military operation contrasts sharply with previously stated Russian war objectives, namely "denazification" and "demilitarization" to achieve regime change in Kiev and to secure territorial control of much of Ukraine and even the occupation of Ukraine as a whole.
Putin's relatively limited statement is also incompatible with Russia's move to annex occupied parts of Kherson and Zaporozhye Oblast into the Russian Federation.
After the defeat in Kiev, before the start of the Battle of Donbass, the goals of Putin's special forces' military operations were reduced to "liberating" Donbass and integrating the southern states of Ukraine into the Russian Federation. On August 15, it was once again reduced to "liberating" Donbas, because the Kherson occupation force headquarters had withdrawn to the east bank of the Dnieper River , which was equivalent to declaring that there were no occupation forces on the west bank of the Dnieper River. In the end, the special military operation turned into a continuation of the conflict in Donbass that lasted only eight years.
