However, due to the easing of relations between China and the Philippines, it is uncertain whether the Philippines can sign this agreement with Japan.
Japan uses air defense radar to lure the Philippines
Recently, in order to strengthen the surveillance of 东海 and Chinese military aircraft in the South China Sea, the Japanese government is discussing the sharing of Chinese military aircraft-related intelligence with the Philippines. In fact, as early as the beginning of 2016, the Japanese government had started to negotiate with the Philippines and Vietnam to discuss the signing of the "intelligence protection agreement". At that time, Japan thought that Japan, Vietnam, and the Philippines would improve the performance of their defense equipment. Information sharing was achieved in the actions of other countries' military forces, but later, due to various reasons, this agreement did not proceed.

Japan intends to export to the Philippines 3 sets of fixed radar systems and 1 set of mobile radar systems manufactured by Mitsubishi Electric. The Philippines plans to deploy radars in the northern region to monitor the airspace over the Bashi Channel between Philippines Luzon Island and Taiwan Island. This deployment location is very important, and it is necessary for Japan to share information about the South China Sea 巴海峡 and the East China Sea Miyako Strait with the Philippines.
Japan’s calculation is that if a Chinese military plane crosses the Bashi Channel northward and enters the Pacific over the Pacific, Japan’s weak radar surveillance system may cause the Chinese military plane to approach Japanese airspace. Chinese military aircraft have frequently flown over the Pacific Ocean in recent years, and entered the waters of Japan's Kii Peninsula in 2017. If Japan can obtain intelligence while the Chinese military aircraft flies through the Bashi Strait, it can dispatch early warning aircraft and fighter jets to prevent the Chinese military aircraft from approaching Japanese airspace.
More importantly, if the agreement is signed, it will take 4 years for Japan to complete the installation of radar in the Philippines. During this period, Japan can further deepen relations with the Philippines.
