Why was Chen Liyun able to get such a heavy responsibility? Chen Liyun's hometown is Chengdu, Sichuan. He was born in 1919. He came to Yan'an after the outbreak of the Anti-Japanese War and joined the Eighth Route Army. During the war, Chen Liyun was not afraid of sacrifice and performed very well on the battlefield. He started as a soldier and later served as the political commissar of the battalion and the political commissar of the regiment.
During the war, although Chen Liyun participated in many important battles, for various reasons, he was not particularly conspicuous in our army, which was brave and capable of fighting and had many talents. In his position as political commissar of the aviation division, Chen Liyun's efforts were recognized by the organization. After becoming the deputy director of the Zhejiang Provincial Military Control Commission, Chen Liyun and Long Qian had different opinions on many issues, which eventually led to the intensification of the conflict between the two. Later, Chen Liyun began to incite the rebels to rush into the military compound of the provincial party committee, causing many incidents, which caused Long Qian and other cadres to suffer a certain impact.

He had close contact with General Lin's general Wu Faxian and General Lin's son Lin Liguo, and also assisted Lin Liguo in planning a conspiracy. With the occurrence of the "September 13" incident, people related to President Lin were quarantined and censored and later sent to jail. After being arrested in 1971, Chen Liyun was under more than ten years of scrutiny and lived in Qincheng Prison. It was not until 1982 that the organization decided not to prosecute him that he was released.
