In order to thoroughly study and implement Xi Jinping's thoughts on the rule of law, continuously advance the construction of a rule of law government in depth, and accelerate the realization of the construction of a rule of law government, since 2019, the Central Office for the Rule of Law has organized a national demonstration and creation activity for the construction of a rule of law government, which is carried out every two years, and is promoted step by step, radiated and driven, setting up a batch of demonstration benchmarks for the construction of a rule of law government in the new era, and creating a strong atmosphere for the construction of a rule of law government to strive for excellence and priority. Our province has simultaneously carried out demonstration activities for the construction of a law-based government in the province in accordance with the Central Committee’s practices in the Rule of Law.
In August 2021, the Provincial Party Committee’s Office for Rule of Law launched the second batch of demonstration activities for the construction of a rule of law government in the province. All localities attach great importance to it and actively participate. After voluntary application and municipal preliminary review, a total of 11 demonstration cities, 27 demonstration counties (cities, districts) and 34 demonstration projects were applied for in the province. The Provincial Party Committee’s Office for Rule of Law, carried out written reviews, on-site evaluations and people’s satisfaction assessments in accordance with the “Implementation Plan for the Construction of a Rule of Law Government in Shandong Province in 2021” and the “Demonstration Index System for the Construction of a Rule of Law Government in Municipal and County” (2021 Edition), in accordance with the principles of objective, fairness, openness and transparency, elimination of formalism, and striving for effectiveness. According to the comprehensive results ranking after weighting of various assessments, and according to the overall coordinated promotion of the construction of a rule of law government in various regions, the second batch of proposed list of demonstration areas and projects for the construction of a rule of law government in the province have been determined.
