According to Kazakhstan Law Network, people proposed to parliamentarians that they hope to divide the Ishim city district in Astana into two districts, and the newly established district can be named "Nura" or "Karaotkel".

Astana Municipal Language and Archives Development Minister Saken Esirkep pointed out that since the proposal to form a new fifth district in Astana City, several meetings have been held with experts and people on the name of the new district, and some options have been discussed based on Kazakhstan's history.

The first option is "Nura" to commemorate the rivers of Akmora State and Karaganda State . Historically, the Yesil and Nura Rivers have always appeared in pairs.

The second option is "Karaotkel". In the Middle Ages it was one of the main shopping malls, and the word "Kara" had many etymological meanings and was rich.

Saken Esirkep said that when consulting linguists, they said that the Kazakh syntax does not continuously use two identical vowels, otherwise it will be difficult to pronounce. Therefore, we recommend using the "Nura" option.

Astana City originally had four urban districts. Three of them are on the right bank: "Almaty", "Saryarka" and "Baikonyr". Another area, "Yesil", covers the entire left bank territory.
