Tianshui Social Welfare Institute is the fourth batch of comprehensive standardization pilot project units in the country that have been identified by the National Standardization Management Committee. Since the implementation of the project, the Municipal Market Supervision Bureau and Tianshui Social Welfare Institute have actively connected and helped and guided the whole process, clarifying the construction idea of "system norms and practical operations", and accelerating the transformation of standardized construction results through the combination of management and service, theory and practice, and effect and evaluation, and effectively improving the standardization, standardization and scientific level of elderly care services. In August this year, the "Gansu Tianshui Social Welfare Home Elderly Care Service Standardization Pilot Project" was identified by the National Standards Committee as a qualified project for the 2022 social management and public services comprehensive standardization pilot assessment and evaluation, becoming the only national-level elderly care service standardization unit in our city.
—Adhere to the combination of management and service, and improve the standardized system of elderly care services. Based on the actual situation of elderly care services in our city, a service standard system of "four-in-one" general foundation, service provision, service guarantee, and job responsibilities has been created. A total of 108 national standards, industry standards, and local standards have been collected and implemented, and 273 internal standards of enterprises have been revised and formulated, totaling 381 management service standards. Fully implement internal standards of the enterprise and use a standardized model to create standardized social welfare institutions with standardized management, high-quality services, and satisfactory people. It has successively won the honorary titles of "National Respect for the Elderly and Civilized", "Advanced Collective for the Disabled by Volunteers in the Province", and "Advanced Medical and Nursing Integration Demonstration Institution in the Province".
- Adhere to the combination of theory and practice, and give full play to the standardized leadership of elderly care services. We will continue to regard "standardization" as an important means and technical support to improve the quality of elderly care services, strengthen cooperation and exchanges with universities, set up the Gansu Industrial Vocational and Technical College training and internship base, so that students' professional knowledge and nursing staff's rich experience can complement and promote each other, strengthen talent training and reserves, and continuously improve the level of elderly care services. Implement the "five hearts" service concept and the "ten no" working methods, focus on interest group activities, organize and hold activities such as calligraphy and painting for the elderly, handicraft exhibitions, health knowledge lectures, life knowledge competitions, and health free medical consultations. We will reflect respect for the elderly, filial piety, respect for the elderly, and love for the elderly in standardized care and services such as food, clothing, housing and transportation, culture and entertainment, and medical care and nursing. The occupancy rate of elderly care workers in the whole hospital has been increasing, and the hospitalization rate of sick care workers in extreme poverty has been declining. The demonstration and leading role of public nursing homes has become more prominent, and has been widely praised by the masses and all sectors of society.
- Adhere to the combination of results and evaluation to promote the standardized use of elderly care services. Focusing on the basic tasks of social welfare undertakings, constantly verifying and improving the effectiveness and applicability of standards, timely supervising and evaluating the implementation of standards and implementation effects, and successively formulated systems such as "Self-evaluation system of service standards system", "Standard Implementation Information Feedback System", "Standard Implementation Supervision and Inspection System", and "Service Satisfaction Evaluation System", forming a working mechanism with standardized service processes, clear work responsibilities, comprehensive supervision and assessment, and efficient and orderly operation. In the past two years, we have participated in the formulation of one local standard in Gansu Province "Guidelines for Psychological Consolation Service", revised and improved the internal standard job responsibilities of the unit, 6 emergency plans, and improved the system into 4 major categories and 60 items and 2 sets of assessment standards, so that the service content is clearer and more operational, and the service quality is more optimized and evaluable. In combination with the requirements of standardized construction, new functional rooms such as chess and card entertainment rooms, calligraphy and painting manual reading rooms, comprehensive activity rooms, laundry rooms, gyms, etc. have been added, and the comprehensive service capacity of elderly care has been greatly improved, and the elderly's sense of happiness and gain has been continuously enhanced.
