Spokesperson Zang Tiewei introduced that the 37th meeting of the Standing Committee of the 13th National People's Congress will be held in Beijing from October 26 to 30, and the draft of the Yellow River Protection Law will be submitted to the Standing Committee for third review.

Regarding the draft of the Yellow River Protection Law (three review draft), Zang Tiewei introduced that the 32nd meeting of the Standing Committee in December 2021 and the 35th meeting of the Standing Committee in June 2022 reviewed the draft of the Yellow River Protection Law twice. According to opinions from all parties, the draft three reviews submitted to this Standing Committee meeting for review will be made several major revisions.

1. Further improve the principles and requirements for ecological protection and high-quality development of the Yellow River basin.

2. Strengthen the efficient and intensive use of water resources, including clarifying that water resources in the Yellow River Basin should be carefully calculated, and the water resources scheduling in the Yellow River Basin will be dynamically adjusted according to changes in water conditions, improve the water intake permit system , strengthen the construction of agricultural water-saving facilities, and increase public water-saving content.

3. Strengthen the construction of the flood control system, promote coordinated linkage between flood control and drought relief, and promote the comprehensive utilization of sediment.

4. Make it clear that soil erosion prevention and control should be based on actual conditions, biological measures and engineering measures should be taken scientifically, and ecological flow and ecological water level pipe control systems should be improved.

5. Strengthen the system and source control of environmental pollution in the Yellow River Basin, and strengthen the control of new pollutants.

6. Clarify the overall requirements for promoting high-quality development.
