Huizhou Municipal Ecological Environment Bureau vigorously promotes institutional reform, and tilts high-quality resources to environmental assessment departments, environmental scientific research and technical assessment units, and regards party members with high political awareness and strong professional and technical capabilities as the main force and commando for serving major construction projects .
In 2021, a party branch secretary and business backbone of the agency will be the head of the environmental impact assessment section. Among the 7 staff members of the section, 6 party members are all with bachelor's degree or above; a party branch of the Municipal Environmental Science Institute was established to strengthen the leadership team, and all the leaders of the three institutes have master's degree; among the 31 staff members of the institute, 50% of the party members are; 26 professional and technical personnel, including 611 senior engineers of and 7 engineers; 26 bachelor's degree or above, including 6 full-time master's degree.

First, optimize the work to ensure the speed of environmental assessment approval.Include technology and total reviews into internal circulation and subordinate pre-examination to higher-level consultations to achieve unified acceptance and unified review, and change from "running" to internal departmental "transfer"; establish a project ledger, enable the "red and green" light reminder function, and implement account cancellation; continuously speed up approval, the commitment time limit is shortened by more than 90% compared with the statutory time limit; implement positive list management, and exempt the registration form for 10 major categories and 30 minor categories of industries that account for one-third of the total number of projects and have been included in the registration management of pollutant discharge permits, and implement notification and commitment approval for some industries and projects related to people's livelihood that are generally controllable in the environmental impact, are greatly affected by the epidemic, and are employment-intensive.

Focusing on the construction of major projects in the city, moving forward the checkpoints and extending services. Actively connect with the front, provide technical consultation support, implement internal pre-examination of environmental impact assessment documents, and ensure approval approval rate; strictly organize reviews to open up "green channels" for major infrastructure, people's livelihood projects, industrial layout and other projects that basically do not have ecological and environmental impacts, and be exempted from environmental impact assessment procedures; set up a special working team to communicate and coordinate major projects to ensure that project approval is not stuck or delayed.
The third is to provide precise services to ensure the needs of small and micro enterprises. On the basis of strict environmental protection access, we will further tilt environmental impact assessment policies and services towards small and micro enterprises. Especially since 2020, under the background of normalized epidemic prevention and control, stable growth and market stability, we have actively studied and formulated measures such as non-site approval, digital approval, and exemption approval to facilitate enterprises; for example, in response to the needs of epidemic prevention and control, policies such as exemption approval and "zero contact approval" were issued for urgently needed three types of projects such as medical and health, material production, and research experiments; technical reviews were reduced and exempted for construction projects that do not involve environmentally sensitive goals, have small environmental impact, and have low environmental risks; construction projects that really need technical reviews were carried out on-site verification by live video broadcast, video recording, on-site photos, and technical reviews were carried out using "no-face-to-face" methods such as expert letter review and online video review.
Strengthen supervision and build a solid "protective wall" for environmental assessment approval
First, increase the prevention and control of corruption risks. At the comprehensive and strict party governance and the work meeting on party style and clean government construction held every year, at the party group meetings and bureau meetings, the situation of party style and clean government is analyzed and the risks of environmental assessment approval were investigated. The "Opinions of the Ministry of Ecology and Environment on Severely Punishing Fraud to Improve the Quality of Environmental Assessment" and other documents were studied, and typical cases of violations in the field of environmental assessment approval were reported, and typical cases of discipline violations in the field of environmental assessment approval were educated and guided environmental assessment approval personnel to abide by laws and regulations.
The second is to strengthen internal supervision and management. Further optimize the project environmental assessment approval system, re-improve the "Catalogue of Construction Projects Approved by Environmental Impact Assessment Documents for County and District Branches", optimize and adjust the approval authority of County and District Branches, and collect all approval authority that should be received, and release it as soon as it should be released; include the technical review process in the approval process, and accept it uniformly by the Administrative Service Center window, and the entire process is subject to supervision. Implement the confidentiality measures of the expert database to extract evaluation experts, and implement the confidentiality commitment system for evaluation experts. Strengthen the supervision of environmental impact assessment institutions and carry out special rectification of integrity files of environmental impact assessment units and environmental impact assessment engineers.
The third is to continuously improve work style. Adhere to the special education and rectification activities on the rectification of work style and discipline and the problem of "slackness and procrastination". Carry out self-inspections around the approval speed, quality and fairness, comprehensively sort out and optimize the processing conditions, application materials, processing procedures, etc., hold a "Company Symposium on Optimizing the Business Environment", listen to corporate opinions and suggestions widely, and effectively solve the pain points and difficulties in environmental impact assessment work.
