The "Suggestions on Promoting the Green and Low-Carbon Development of Steel Enterprises" put forward by Jiangsu Provincial People's Congress representative Dong Liyuan is a key suggestion handed over by the Jiangsu Provincial Government to be hosted by the Jiangsu Provincial Department of Industry and Information Technology. Jiangsu Provincial Department of Finance Deputy Director Xu Honglin said at the meeting that it will coordinate financial resources, optimize expenditure structure, increase investment, and support the green and low-carbon development of the industry. From 2018 to 2022, Jiangsu Provincial Finance issued a total of 936 million yuan in special funds for the transformation and upgrading of the province's industrial and information industry, focusing on supporting enterprises' energy conservation, emission reduction and green transformation, energy-saving and environmental protection equipment development, industrialization, and green manufacturing system platform construction. A green finance reward and subsidy policy has also been established, and over the past four years, a total of 245 million yuan has been cashed out. From 2021 to 2025, Jiangsu Provincial Finance will allocate 600 million yuan of special funds for carbon peak and carbon neutral science and technology innovation every year. Jiangsu Provincial Department of Ecology and Environment took the lead in preparing the "Implementation Plan for Coordinated Efficiency Reduction and Carbon Reduction in Jiangsu Province", established a monthly regular meeting system for "pollution reduction and carbon reduction, source governance", issued work plans for replacement of clean raw materials in key industries, ultra-low emission transformation, exempted enterprise cultivation, etc., promoted the construction of " waste-free city " in the entire region, and established a coordinated operation mechanism. Ying Jianbo, deputy director of the Jiangsu Provincial Department of Ecology and Environment, said that last year was the first year of the opening of the national carbon market. The 209 power companies included in the carbon market in Jiangsu Province received the first fulfillment cycle of free carbon dioxide quota of 829 million tons, the quota should be paid 794 million tons, the net surplus was 35 million tons, and the fulfillment completion rate of 209 enterprises was 99.92%.
Wang Xuefeng, deputy director of the Department of Housing and Urban-Rural Development of Jiangsu Province, introduced that in 2021, the proportion of newly built green buildings in Jiangsu cities accounts for more than 99%, and the cumulative green building area accounts for about one-fifth of the country; the integrated application scale of renewable energy buildings such as solar energy, photoelectricity and shallow geothermal energy is the largest in the country; under the same comfortable conditions, Jiangsu Province's building energy consumption is more than 10% savings than the national standards. At the same time, with the support of Jiangsu Provincial Department of Science and Technology , we jointly organized the "Study on Energy Saving Strategies and Paths of Jiangsu Buildings under the Carbon Peak Target", with the goal of achieving a reduction of carbon emission intensity by 20% based on the existing energy-saving design standards.
He Ping, member of the Party Leadership Group of the Jiangsu Provincial Department of Transportation, said that the ideas and goals of the implementation plan for the green and low-carbon development in the transportation field of Jiangsu Province are to use reform and innovation as the fundamental driving force support, strive to promote the low-carbon transformation and energy efficiency improvement of transportation tools, accelerate the construction of green and low-carbon infrastructure, build an intensive and efficient transportation system and a green and low-carbon travel system, enhance the role of scientific and technological innovation and demonstration support, strengthen the integration and interaction of transportation and energy, and promote the synergistic and efficiency improvement of pollution reduction and carbon reduction.
