On October 6, Provincial Party Secretary Lin Wu presided over the 109th special meeting of the Provincial Party Committee on epidemic prevention and control and the Provincial Epidemic Prevention and Control Leading Group to analyze and judge the current epidemic situation, and further arrange and deploy local epidemic emergency response and external prevention of imported cases. He stressed that we must improve our political stance, shoulder our political responsibilities, unswervingly adhere to the general strategies and guidelines for epidemic prevention and control, conscientiously implement the provincial party committee's requirements of "early, fast, and accurate", accelerate the bottoming out of the epidemic, grasp the normalized prevention and control work in a solid and detailed manner, resolutely win this battle of the epidemic prevention and control, resolutely defend the Shanxi position in epidemic prevention and control, and welcome the successful convening of the 20th National Congress of the Communist Party of China with practical actions and outstanding results. Lin Wu pointed out that a new round of imported epidemics in our province have recently appeared, and emergency response is still in a critical period. Cities and counties with epidemic situations should adhere to the fast-track and upgrade management, fully allocate resources from all aspects to ensure seamless connection between nucleic acid testing, , epidemiological investigation and screening, isolation and transportation, medical treatment, social control and other work, and achieve "four responses and four fulfillment" and "daily clear and daily settlement", and strive to achieve social clearance as soon as possible. Where there are new cases, we should focus on preventing spread and spillover, race against time, continue to carry out detailed and meticulous investigation and traceability, and quickly, accurately and effectively carry out regional nucleic acid testing to ensure that all risks are detected and prevented and controlled in place. In particular, we must conduct upward investigations on relevant personnel in fruit and vegetable market risks in Taiyuan, and take more targeted measures to completely block the transmission chain of the epidemic in the fruit and vegetable market. We must attach great importance to the standardized management of centralized isolation points, strictly implement relevant work procedures, and strictly prevent cross-infection.
Lin Wu pointed out that while doing a good job in emergency response, we must focus on the key points of normalized prevention and control, learn from one example and apply for the mistakes and make up for shortcomings, and further strengthen the defense line for external imports. First, we must strengthen the control of risk personnel. Strictly implement the working mechanisms such as "implementing nucleic acid + point-to-point transfer + precise coding + classified control", conscientiously carry out traceability inspection and risk control for people entering and returning to Shanxi in key areas, strengthen the coordinated connection of the full-process closed-loop transfer across counties and districts, and strictly prevent leakage of management and loss of control. We must further improve the "ground inspection" of truck drivers and passengers who enter and return to Shanxi, implement the "five days and five inspections" during the Jin Dynasty, that is, conduct nucleic acid testing once a day within the first five days after entering Shanxi, and strengthen the connection between inflow and outflow work to ensure that risk prevention and control is in place and services are in place. Second, we must strictly manage key areas. Strengthen the management of people's and logistics in and out of agricultural product wholesale markets, accelerate the establishment and improvement of relevant systems and measures, accelerate the transformation and improvement of prevention and control capabilities, and effectively block the risk point of farmers' markets. Third, we must strengthen the campus prevention and control network. Implement relevant classified prevention and control measures for students returning to school in colleges and universities, continue to do a good job in nucleic acid sampling for teachers and students in various schools, improve relevant emergency plans , and firmly guard the campus safety line. Fourth, we must strengthen citizens’ personal prevention and control responsibilities. Guide the general public to conscientiously fulfill their personal legal responsibilities for proactive reporting, consciously participate in normalized nucleic acid testing, strictly abide by epidemic prevention requirements such as code verification and temperature measurement and wearing masks, minimize gathering activities, and build a solid line of defense for group prevention and control. Lin Wu emphasized that to win the tough battle against epidemic prevention and control, the construction of prevention and control capabilities is the foundation, and the improvement of large-scale nucleic acid testing capabilities is the key. We must coordinate daily nucleic acid testing and all-regional nucleic acid testing, focus on the construction of the sampling team, strengthen personnel training and business guidance, strengthen scientific scheduling of all aspects of testing forces, strengthen the rapid inspection and reporting of urgent and priority samples, and provide strong support for epidemic prevention and control with high-quality and efficient nucleic acid testing.
Lin Wu emphasized that the 20th National Congress of the Communist Party of China is about to be held. Leading cadres at all levels must truly unify their thoughts and actions with the deployment requirements of the Party Central Committee and the Provincial Party Committee, further improve their political judgment, political understanding, and political execution, highlight goal-oriented, problem-oriented, and result-oriented, firmly shoulder the leadership and work responsibilities of preventing the epidemic, stabilizing the economy, and ensuring safety.
