2. Policy content
(I) The municipal finance will give a one-time reward of 500,000 yuan to the newly recognized provincial key laboratories.
(II) Provincial Key Laboratory is an important part of the provincial science and technology innovation platform system and an important carrier for gathering and cultivating outstanding academic leaders and innovation teams and carrying out basic scientific research. The provincial key laboratories are individually or jointly established by universities, research institutes, enterprises and new R&D organizations with strong scientific research capabilities, and are divided into three categories: discipline key laboratories, enterprise key laboratories, and provincial and municipal key laboratories jointly built by key laboratories.
1. Key laboratory of disciplines. Relying on the construction of universities and research institutes, we will carry out strategic, forward-looking, cutting-edge basic and applied basic research to focus on the cutting-edge disciplines and major scientific and technological issues, gather and cultivate high-level talent teams, and provide advanced technical theories, talent teams and other scientific and technological support for improving source innovation capabilities and achieving sustainable innovative development.
2. Enterprise Key Laboratory. Relying on the construction of science and technology-based enterprises with large R&D investment, high scientific research activity and complete R&D conditions, we will focus on key common technologies in the industry and industry, carry out applied basic research and modern engineering technology and common key technologies, gather and cultivate outstanding technological innovation talents and teams, lead the technological progress of the industry, and provide support for enhancing the core competitiveness of the industry and promoting the scientific and technological progress of the industry.
3. Key laboratories jointly built by provinces and cities. Facing the cities and cities with relatively weak scientific research base construction in our province, we will highlight the characteristics of regional development, and cultivate and create key laboratories through the construction method of co-construction of provinces and cities and city-oriented construction to drive the improvement of regional source innovation capabilities.
3. Application conditions
The construction support units of universities, research institutes, enterprises and new R&D organizations are the responsible entities for the construction and operation management of key laboratories in the province. Their main responsibilities include: establishing a provincial key laboratory construction leadership body, and conducting argumentation and decision-making on major issues in the construction and management of key laboratories in the province; coordinating the advantageous resources of the unit to ensure the high-quality construction and efficient operation of key laboratories in the province; appointing the director, deputy director and member of the academic committee of the provincial key laboratories.
(I) Application for the construction of key laboratories of disciplines and key laboratories of enterprises should be departments or municipal key laboratories that have been open for operation for more than 2 years, and meet the following conditions:
1. The research direction meets the strategic goals and requirements of the national and our province's economic, social and scientific and technological development;
2. Has a high-level scientific research team, the research level is leading in the province and advanced in the country, pays attention to the transformation of scientific and technological achievements, and has strong ability to lead and support economic and social development;
3. Has good scientific research and experimental conditions, sound management institutions, and perfect rules and regulations; outstanding capabilities in gathering discipline advantages, gathering scientific and technological resources, and opening and exchanges to the outside world;
4. Relying on units and competent departments to attach importance to the construction of key laboratories, and provide necessary resource conditions such as independent innovation research, scientific research instruments and equipment updates, maintenance, and open operation.
(II) The application conditions for key laboratories jointly built by the provincial and municipal departments shall be jointly agreed by the Provincial Department of Science and Technology and relevant cities in accordance with the above conditions.
1. Relying on the basis of the unit, the "Shandong Province Key Laboratory Construction Application Form" was organized and formulated a three-year construction plan for the new provincial key laboratory, and recommended it to the Provincial Department of Science and Technology after demonstration, review and selection by the competent department;
2. The Provincial Department of Science and Technology conducts preliminary review of the application materials based on the application guidelines and the provincial key laboratory standard conditions;
3. The Provincial Department of Science and Technology organized experts to conduct comprehensive review and evaluation of the application and 3-year construction plan for the new provincial key laboratory, conduct on-site inspection and demonstration, and study and determine the list of new provincial key laboratories.
For top talents who are urgently needed for industrial development in our province or introduced through the provincial "one matter, one discussion" policy, they can appropriately simplify the procedures.The planned new key laboratories and key laboratories of enterprises will implement a construction period system. The construction period is 3 years. The "Shandong Province ××× Key Laboratory (Preparation)" sign will be added during the construction period. Within 3 months of the completion of the construction period, experts will be organized by the Provincial Department of Science and Technology to conduct acceptance.
