Over the past four years, he has been willing to stick to his ordinary position, always keeping the people in his heart, and solving problems, doing practical things and seeking benefits for the people in his jurisdiction with all his heart and feelings. Especially in the work of handling complaints immediately, he is good at thinking, brave in innovation, based on the actual work, and gradually explores and forms the "work experience of dealing with complaints immediately."

Shang Xinlai often says: "As a person who 'receives complaints', I always maintain enthusiasm, patience and empathy, and do practical things, good things, and do more for the people in the jurisdiction, and do their best to make more families less worry and more comfortable."

In actual work, Shang Xinlai often uses the simplest language to explain the simplest truths to resolve consumers' long-standing dissatisfaction. At the end of 2020, Beijing Mengshizi Technology Co., Ltd. unilaterally suspended its online toy rental business due to the epidemic, resulting in an outbreak of group lawsuits. In just two days, the company's refund complaints reached 125. Faced with emergencies, he took the initiative to contact each parent who asked for help and joined the online rights protection group.

"I am also a father of a child. I hope everyone can trust me. I will do everything I can to recover the losses to the greatest extent." He worked overtime for many days, carefully investigated the minimum amount of arrears, communicated with the company and the appealers continuously, coordinated the best solution for both parties, and created a litigation template to guide some complainants to resolve disputes through judicial channels. In the end, the problem was properly handled, and parents praised "Director Shang is really a good cadre who is dedicated and responsible"!

In May 2021, Shang Xin came to receive a special complainant, a man nearly 80 years old came to the complaint accompanied by his daughter. The old man spent more than 600,000 yuan in a physiotherapy hall in just half a year. In accordance with the requirements of "upgrading handling" for difficult complaints, he carefully sorted out the scope of his duties, informed the local police station and judicial office of the situation to seek assistance, and promptly launched the gray list restriction registration mechanism, interviewed the head of the accused enterprise four times, organized the two parties to conduct three administrative mediations, and filed a case for investigation of the suspected illegal acts of the accused enterprise, reasonably used a variety of law enforcement methods to maintain market order, and recovered 620,000 yuan in losses for the elderly.

In order to better play the regulatory functions and improve service levels, Shang Xinlai insists on bent down and going deep into the front line, and can remember the situation of the enterprises in the competent jurisdiction and understand them well. As the deputy director of the supervisor, he has worked hard through daily supervision, established accounts and bookkeeping. He has always kept aware of which merchant has complained a lot recently, which organization has been in trouble, which shopping mall has not been regulated recently, and which company has an inappropriate publicity content. In March 2021, many companies in a high-tech industrial park in the jurisdiction were intensively reported for a short period of time for suspected false propaganda on the website. While strictly enforcing the law, he deepened active governance, innovated work concepts, and organized business backbones to carry out a series of activities of "Sending Laws to Enterprises". Through collective lectures, publicity regulations, and corporate self-inspection and self-correction, the decline was controlled from the source, effectively curbing the upward trend of similar complaints and reports.

In order to better serve enterprises in the jurisdiction and create a good business environment in the jurisdiction, he established 24 WeChat work groups according to catering, beauty salons, unit canteens, cold storage cold chains, shopping malls and supermarkets and other business formats. Shang Xinlai: After graduating from university, I joined the army and joined the army. After resigning in 2018, I went to work in the Changping District Market Supervision Bureau. This field is completely unfamiliar to me. Every bit of it over the past four years has allowed me to see Beijing's determination and actions to optimize the business environment. As a grassroots market supervision worker, we are the link and bridge between consumers and merchants, the defender of food and drug safety and market order, and a caring person who serves and solves worries for enterprises.

Beijing Youth Daily: How did you use 4 years to transform yourself from a "novice" in market supervision to a "civil servant who is satisfied with the people"?

Shang Xinlai: In the four years since I came to the field of market supervision, I have experienced the institutional reforms of Industrial and Commercial Bureau to the Market Supervision Bureau. New businesses such as food, medicine, and special equipment are coming one after another. The pressure of work forces every grassroots market supervision worker to constantly learn and quickly become a versatile. Learning laws and regulations is one aspect, and you must quickly become familiar with the business from practical cases. Whenever you encounter a case that you are not sure, I will invite colleagues from the professional department of the district bureau to teach on-site teaching and guidance, and learn while doing it, and ask if you donโ€™t understand. In addition, I also require myself to work hard to satisfy the people. Handling cases, serving and handling 12345 work orders cannot be separated from people. Some people have feelings. How to handle the relationship between feelings and law is one of the focus of market supervision services in the new era. Now we are both regulators and servicers.
