The Communist Party of China (hereinafter referred to as the Communist Party of China) Shangnan County The Third Congress was held in the county from August 3 to 9, 1955. There were 117 party members present, 14 representatives of the meeting, representing 1342 party members in 73 party branches in the county.
County Party Secretary Yu Wen Rang, on behalf of the Second Committee of the Communist Party of China Shangnan County, successively delivered a work report entitled "Resolutely Implement the Resolution of the Shaanxi Provincial Committee of the Communist Party of China and Struggle to Consolidate the Unity and Unity of the Party" and "Basic Situation of Work in Shangnan County Over the Past Year and Reports on Several Major Works at Current". The meeting passed the speeches and group discussions of the conference, and in the form of criticism and self-criticism, focused on checking the reflection of the ideology of peace and bourgeois thought within the party, carefully summarized and learned the lessons from some past events, and further strengthened the unity and unity of the party.
Conference carefully discussed the work of mutual assistance and cooperation, unified purchase and sales, and party building. On the basis of fully promoting democracy and widely listening to public opinion, the Third Committee of the Communist Party of China Shangnan County, composed of Yuwen Rang, Wang Youchun, Wang Jincai, Wang Shouye, Zhang Yuwang, Yang Renhe, He Kunrong, Guan Xiaoting, Wang Haijun, Li Jun, Guo Junsheng and Wang Fasheng, was elected. In accordance with the spirit of the "Resolution on the Establishment of the Central and Local Supervision Committees of the Party" of the National Congress in March 1955, the Congress elected Wang Youchun, Wang Haijun and eight others as members of the Shangnan County Supervision Committee of the Communist Party of China. Wang Youchun was elected as secretary of the Shangnan County Supervision Committee of the Communist Party of China, and announced the establishment of the Shangnan County Committee of the Communist Party of China. At the same time, 13 representatives attended the Party Congress of the Shangnan District of the Communist Party of China were elected.
At August 8, at the first plenary meeting of the Third Committee of the Communist Party of Shangnan County, Yuwen Rang, Wang Youchun, Wang Jincai, Wang Shouye, Zhang Yuwang, Yang Ren and six comrades were elected as the Standing Committee members of the County Party Committee, and Comrade Yuwen Rang was elected as the Secretary of the Third Committee of the Communist Party of Shangnan County, and Wang Youchun was appointed as the Deputy Secretary.
In February 1956, the Shangnan County Committee of the Communist Party of China carried out a three-year anti-counter-revolutionary movement across the county, in accordance with the "Instructions on Carrying out Struggle and Eliminating Hidden Counter-Revolutionaries" and the deployment of the provincial and prefectural committees, the Shangnan County Committee of the Communist Party of China carried out a three-year anti-counter-revolutionary movement across the county, thus purifying the party members and cadres teams, consolidating the people's democratic dictatorship, and providing organizational guarantees for the county party committee leaders to promote the socialist transformation of private ownership of means of production.
