The case of Zhang Yongze, former member of the Party Leadership Group and vice chairman of the Tibet Autonomous Region People's Government, suspected of taking bribes was concluded by the National Supervisory Commission. After being designated by the Supreme People's Procuratorate of , the People's Procuratorate of Xi'an City, Shaanxi Province was reviewed and prosecuted. Recently, the Xi'an Municipal People's Procuratorate has filed a public prosecution with Xi'an Intermediate People's Court .
During the review and prosecution stage, the procuratorate informed the defendant Zhang Yongze of the litigation rights enjoyed in accordance with the law, interrogated the defendant, and listened to the opinions of the defense lawyer. The procuratorate prosecution accused: Zhang Yongze used his position as deputy secretary and director of the Party Group of the Tibet Autonomous Region Environmental Protection Bureau, deputy secretary and director of the Party Group of the Tibet Autonomous Region Environmental Protection Bureau, deputy secretary and director of the Party Group of the Tibet Autonomous Region Environmental Protection Department, deputy secretary and commissioner of the Shannan Prefectural Committee, secretary of the Shannan Prefectural Committee, secretary of the Shannan Municipal Party Committee, member of the Party Group and vice chairman of the Tibet Autonomous Region People's Government, and convenient conditions for the power and status to seek benefits for relevant units and individuals in project contracting, environmental impact assessment approval, and promotion, and illegally accepted property from others in a particularly huge amount. He should be held criminally responsible for the crime of accepting bribes according to law.
Previously, with the approval of the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection and the National Supervisory Commission filed a case for serious violations of discipline and law by Zhang Yongze, former member of the Party Leadership Group and Vice Chairman of the Tibet Autonomous Region Government.
After investigation, Zhang Yongze had no ideals and beliefs, betrayed his original mission, and his view of political achievements was seriously distorted. He was not determined and discounted in implementing the Party’s strategy of governing Tibet in the new era. He was calculating and running for officials, seriously undermining the political ecology of the region and unit in charge of organizational review, and engaged in superstitious activities; seriously violated the spirit of the Central Eight Regulations, lived a luxurious life and was greedy for pleasure, and accepted high-end banquets and services provided by others for a long time; violated organizational principles, did not report personal whereabouts according to regulations, and selected cadres in violation of regulations; accepted gifts and money transactions in violation of regulations; interfered in engineering project construction and environmental evaluation and approval work; did not cultivate private morality, corrupt family style, and did not care about their family members; relied on environmental protection and paid attention to power and money transactions, used their position to make profits for others in project contracting, job adjustments, and illegally accepted huge amounts of property.
Zhang Yongze seriously violates the party's political discipline , organizational discipline, integrity discipline, work discipline and life discipline, constitutes serious violations of duty and is suspected of bribery crimes, and does not restrain or stop after the 18th National Congress of the Communist Party of China. It is a typical example of the interweaving of political and economic problems. It is a serious nature and has a bad impact and should be dealt with seriously. In accordance with the relevant provisions of the " Regulations on Disciplinary Punishment of the Communist Party of China", " Supervision Law of the People's Republic of China", "administrative sanctions of public officials of the People's Republic of China", etc., after research and approval by the Standing Committee of the Central Commission for Discipline Inspection and submitted to the Central Committee of the Communist Party of China, it was decided to expel Zhang Yongze from the party; the National Supervisory Commission was expelled from public office; he was removed from his post as a member of the 10th Party Committee of the Tibet Autonomous Region, and his qualification as a representative of the 10th Party Congress of the Tibet Autonomous Region; confiscate his illegal gains; transfer his suspected criminal issues to the procuratorate for review and prosecution in accordance with the law, and the property involved was transferred together.
