After investigation, Cao Ying lost his ideals and beliefs, betrayed his original mission, transferred and concealed evidence, provided false information to the organization, and opposed organizational review; violated the spirit of the Central Eight Regulations and accepted gifts and money in violation of regulations; violated the organizational principles and sought benefits for others in the selection and appointment of cadres; gave money to leading cadres in violation of regulations; had improper sexual relations with others; used his position to seek benefits for others in obtaining bank loans, allocating project funds, and promotion of positions, and illegally accepted huge amounts of property.
Cao Ying seriously violated the political discipline of the Party , organizational discipline , integrity discipline, and life discipline, constituted serious violations of duty and suspected of bribery. He did not restrain himself or stop after the 18th National Congress of the Communist Party of China, which is of serious nature and has a bad impact, and should be dealt with seriously. In accordance with the relevant provisions of the " Regulations on Disciplinary Punishment of the Communist Party of China ", " Supervision Law of the People's Republic of China ", "Administrative Punishment Law of the Public Officials of the People's Republic of China" and other relevant provisions, after research and approval by the Standing Committee of the Provincial Commission for Discipline Inspection and submitted to the Provincial Party Committee for approval, it was decided to expel Cao Ying from the Party; the Provincial Supervision Commission will expel him from public office; remove him from his position as a member of the 13th Liaoyang Municipal Party Committee, terminate his qualification for the 13th Liaoning Provincial Party Congress and his qualification for the representative of the 13th Liaoning Provincial Party Congress and his qualification for the representative of the 13th Liaoning Provincial Party Congress, and revoke his qualification for the member of the 12th Liaoning Provincial CPPCC in accordance with the procedures; confiscate his illegal gains; transfer his suspected criminal issues to the procuratorate for review and prosecution of in accordance with the law, and transfer the property involved together.
