Your statement at most proves that you have a better understanding of NATO member states based on the position of NATO Secretary-General, and some information revealed, but this does not mean that you can make a decision for any member state.
However, as the Secretary-General of NATO, Stoltenberg also reflects the basic position and attitude of NATO member states to a certain extent.
