China News Service, Shanghai, November 2 (Pu Fan) "Standardization can be reflected in mandatory energy-saving standards, strictly control the blind expansion of high-energy-consuming and high-emission projects, eliminate backward production capacity in accordance with the law and regulations, and accelerate the resolution of excess capacity." Chairman of the China Standardization Association Yu Xinli html said at the 2022 World City Day global home event "High-quality Construction Forum for Urban Environment" on the 32nd that China's urban green and low-carbon transformation is a binding means to achieve pollution reduction and carbon reduction.

As a carrier of green and low-carbon transformation, its development and management are inseparable from the support of "standards". Standardization is not only the technical basis for social development and urban governance, but also an important pillar for the refinement of urban management. The "Guiding Opinions of the Central Committee of the Communist Party of China and the State Council on Deeply Promoting the Reform of the Urban Law Enforcement System and Improving Urban Management" issued in 2015 clearly states that it is necessary to accelerate the formulation and revision of a number of standards for urban management and comprehensive law enforcement, and basically complete the goal of improving urban management laws, regulations and standard systems by 2020.

Yu Xinli said that with the accelerated urbanization process, the urban expansion is getting faster and faster, and cities are becoming more and more fragile. The accelerated emissions of greenhouse gases have led to climate change and climate disasters that threaten the normal production and life of urban residents. The green and low-carbon transformation of China's cities is of great significance. A green and low-carbon standardization strategy can be laid out from five aspects: energy, economy, society, environment, and management.

"Energy standardization is the core." Yu Xinli pointed out that the energy structure needs to be more reasonable. It is not only necessary to reduce the proportion of non-renewable energy such as coal, oil, natural gas, , but also to leave a certain amount of space for fossil energy from the perspective of ensuring energy security. It is necessary to promote green transformation and development and ensure energy security at the same time.

Currently, China is in a period of leaping urban comprehensive strength, a period of transformation of development mode, a period of acceleration of urban-rural integration, and a period of upgrading of harmonious society. The emergence of the new economic development model of low-carbon economy is a new opportunity for Chinese cities to adjust their economic structure to transform their development mode and achieve sustainable development.

Yu Xinli said that the standardization of green and low-carbon economy requires the upgrading of high-energy-consuming industries, including the steel industry, non-ferrous metals industry, building materials industry, petrochemical, chemical industry, etc., all need to formulate stricter, more innovative and more efficient technical standards to achieve the transformation and development of the urban economy. In addition, we will promote the standardization of resource recycling in all aspects. Carry out circular transformation technologies, utilization of waste slag, waste gas, waste liquid, recycling of construction waste, waste disposal methods, etc. "All resources that can be recycled in cities have established a standard system, formulated a series of standards, and promoted the realization of recycling."

"There are many definitions of circular economy, and we can understand it as a transformation of production modes and lifestyles." Du Huanzheng, director of the Institute of Ecological Civilization and Circular Economy of Tongji University, told China News Network reporters that circular economy, as an important path to improve resource utilization efficiency and reduce greenhouse gas emissions, will undoubtedly become a key development direction in the future.

In addition, social standardization can transform urban life from the perspective of green thinking and green concepts; environmental standardization can improve the ecological environment standard system and create a good living environment for urban residents; management standardization has become an important part of the modernization of the national governance system and governance capabilities.

"2022 Urban High-Quality Construction Forum" is co-organized by Donghua University , the Shanghai Municipal Urban Management Refinement Work Promotion Leading Group Office, and the China Standardization Association. It launches a peak discussion around the theme of 2022 World City Day and the direction of high-quality urban development and construction of China's urban environment, and promotes the Chinese experience and Chinese solutions for high-quality, refined and standardized urban environment construction to the world.
