3. Focus on optimizing the process and innovate measures to serve the people. First, shorten the time limit for social assistance services. The time limit for handling urban and rural minimum living allowances is shortened to 12 working days, and the approval of basic living allowances for children without any support is shortened from 15 working days to 10 working days, greatly facilitating people in need to apply for assistance. The second is to implement the qualification certification static default certificate.
