Xiao Hong, Secretary of the Party Group and Director of Jinan Ecological Environment Bureau, introduced that since the 18th National Congress of the Communist Party of China, the Jinan Ecological Environment Bureau has firmly established the concept of "green water and green mountains are gold and silver mountains", adhered to the people-centered development philosophy, and under the strong leadership of the municipal party committee and municipal government, and under the supervision and guidance of the Municipal People's Congress and Municipal CPPCC, it has worked with relevant departments to accurately, scientifically and in accordance with the law to promote pollution prevention and control in key areas such as atmosphere, water, and soil, coordinated to promote carbon reduction, pollution reduction, green expansion, and growth, actively promote green and low-carbon transformation of the economy and society, and effectively solve prominent ecological and environmental problems around the people, the quality of the ecological environment has been significantly improved, the people's sense of gain from blue sky, white clouds, clear water and green banks has been continuously enhanced, and the construction of ecological Jinan has taken important steps. Over the past decade, the city's air environment quality has achieved historic and breakthrough improvements. Compared with the "Ten First Years of Atmospheric Points" in 2021, the concentration of fine particulate matter (PM2.5) in ambient air decreased by 61.2%, the number of good days increased by 106%, and the number of heavy pollution decreased by 86.8%. Over the past ten years, the city's water environment quality has been improved historicly. The proportion of good Class III water bodies in the city's national-controlled section increased from 71.4% to 85.7%, and jumped to 100% in 2021. It was the first in the province to eliminate Class IV water bodies and exceed the requirements of binding indicators. Compared with 2016, the fish diversity index of Xiaoqinghe increased by 2.4 times, reproducing the new record species in Shandong. Over the past ten years, the city's soil environmental quality protection has achieved positive results. The safe utilization rate of polluted arable land has reached 100%, and the safe utilization of key construction land has been effectively guaranteed. Over the past ten years, the work of creating ecological civilization has achieved remarkable results. The city has created 3 national ecological civilization construction demonstration zones, 1 national "two mountains" practice innovation base, 4 provincial "two mountains" practice innovation bases, and 2 provincial ecologically strong counties, leading the province in ecological civilization creation.
From January to September 2022, the comprehensive index of ambient air quality was 4.25, an improvement of 4.5% year-on-year; the concentration of fine particulate matter (PM2.5) was 34 micrograms/cubic meter, an improvement of 8.1% year-on-year; the number of days above good air quality was 162 days, and the excellent rate reached 59.3%, which was basically the same year-on-year; the number of days with heavy pollution decreased by 7 days year-on-year. Jinan's air quality ranks 130th among the 168 key cities in the country, up 16 places year-on-year, the best result in the same period.
