In recent years, the "Plan for the Construction of a Rule of Law China (2020-2025)", "Outline for the Construction of a Rule of Law Government (2021-2025)" and "Outline for the Construction of a Rule of Law Society (2020-2025)" have been successively issued, establishing the general blueprint, roadmap, and construction drawings for the comprehensive rule of law in the "14th Five-Year Plan" period, marking the basic formation of the overall pattern of comprehensive rule of law in the new era, and the construction of a rule of law in the rule of law in the Chinese with good laws and good governance has embarked on a new journey.
"Those who do not plan the overall situation are not enough to plan a domain." Systematic concept is an important category of Marxist epistemology and methodology, and is the basic ideological and working methods of Marxist parties. General Secretary Xi Jinping emphasized: "Comprehensive rule of law is a systematic project. We must coordinate and balance, grasp the key points, and make overall plans, and pay more attention to systematic, holistic and coordinated." Xi Jinping's rule of law thought insists on dealing with the practical problems faced by the comprehensive rule of law in a comprehensive rather than one-sided, systematic rather than scattered, and in a liaison rather than isolated manner. In actual work, there must be a general grasp of the overall situation and leading all parties. This general grasp is to build a socialist legal system with Chinese characteristics." Among them, a complete legal norm system promotes development and ensures good governance with good laws and regulations; an efficient legal implementation system makes fairness and justice more tangible; a strict legal supervision system puts power in the cage of the system; a strong legal guarantee system provides talent, science and technology, information and other support for the rule of law China; a complete system of party regulations provides an important basis for governing the party. These five systems constitute the basic institutional guarantee for comprehensive rule of law.
