Party Office of Yunnan Provincial People's Government on the inspection of new media in government websites and government systems in the province
People's Governments of all prefectures and municipalities, and relevant provincial departments:
In accordance with the relevant requirements of the state and our province on the management of government websites and government systems, in the third quarter of 2022, the General Office of the Provincial Government inspected the operation of new media in government websites and government systems in the province. The inspection situation is now reported as follows:
1. Overall situation
(I) Report the rectification of problems in the second quarter of 2022. After a review, among the unqualified government websites and government new media found in the second quarter of 2022, except for the "Diqing Tibetan Autonomous Prefecture Education and Sports Network" website that has not completed rectification, the other government websites and government new media have completed rectification.
(II) Government website inspection status in the third quarter of 2022. From August 5 to September 5, 2022, 286 government websites were registered in the "National Government Website Information Reporting System" in the province. In the inspection, 5 government websites were found to be unqualified, with an overall pass rate of 98.3%.
(III) Inspection of new media in government affairs in the government system in the third quarter of 2022. From August 5 to September 5, 2022, there were 4,219 new government media in the government system registered in the "National Government Affairs New Media Information Reporting System" in the province, and 6 new government media were found to be unqualified, with an overall pass rate of 99.9%. Among them, there were 2,944 government WeChat public accounts, and one failed, with a pass rate of 99.9%; there were 670 government Weibo, and three failed, with a pass rate of 99.6%; there were 174 government affairs headline accounts, and one failed, with a pass rate of 99.4%; there were 431 other types of government affairs new media, and one failed, with a pass rate of 99.8%.
2. There are problems
(I) Daily operation and maintenance. Some departments and units did not strictly review and control the published information and reprinted information, and the review and control were superficial, resulting in the same errors in the information published on different platforms, such as the "Yunnan State-owned Assets" WeChat official account of the Provincial State-owned Assets Supervision and Administration Commission and the "Yunnan State-owned Assets" Sina Weibo. After some government website columns are revised, the website map is not updated in time, resulting in blanks in the columns accessed through the website map.
(II) Interactive response aspects. Some departments and units do not attach importance to interaction with netizens, and some government websites do not provide effective consultation and advice channels, such as the "Yunnan Provincial Sports Bureau" website of the Provincial Sports Bureau, the " Yunnan Provincial Water Diversion Engineering Construction Management Bureau " website of the Provincial Yunnan Central Water Diversion Construction Management Bureau; some government websites do not handle netizens' messages in a timely manner, and replying to netizens' messages overtime often occurs, such as the "Shuifu Municipal People's Government" website of Zhaotong City and the "Yuanjiang County People's Government" website of Yuxi City.
(III) Services. Some government websites have inaccurate guidelines for government service matters, and there are problems such as inconsistent processing time limits and commitment completion time limits, and there is no specific processing time limit. The service function needs to be improved, such as the "Wenshan Prefecture People's Government" website, the "Nujiang Prefecture People's Government" website, and the "Lincang Municipal People's Government" website.
3. Work requirements
(I) Make every effort to ensure safety. All localities and departments should conduct a risk hazard inspection and security reinforcement on local and departmental government websites to plug security loopholes, and effectively improve the ability to prevent attacks, tampering, viruses, paralysis, hijacking, and leaks; they should strictly implement the information release review system, strengthen information release review, and ensure the safe, stable and efficient operation of government websites.
(II) Focus on improving service capabilities. All localities and departments should conduct a comprehensive review of government service matters on local and departmental government websites, focusing on checking whether the key elements of the service guide are complete, whether the information is consistent with the actual service requirements, whether the format requirements of the processing materials are clear, and whether the downloaded sample table is standardized. The General Office of the Provincial Government will work with relevant departments and units to conduct special inspections on the accuracy of service guidelines for each government website, and regularly report on the inspection and rectification situation.
(III) Continuously strengthen interactive responses. All localities and departments should further open up online interactive communication channels, arrange dedicated personnel to be responsible, and reply to netizens' messages in a timely, accurate and standardized manner to ensure that the "voice" of the masses is implemented in everything and every matter is heard. We must closely follow public needs, actively explore diversified interactive methods, continuously improve the level of interaction between government, enterprises, government and the people, and respond to social concerns in a timely manner.
