It is understood that on October 27, 2017, the U.S. Consumer Product Safety Commission (CPSC) published in the Federal Register the final rule (16 CFR 1307) on the ban on certain phthalates in toys and child care articles. The rules have come into effect on April 25, 2018. Starting from April 25, 2018 (180 days after the publication of the Federal Register), children’s toys and child care products will be required to contain 8 phthalates (DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, DCHP) in a total amount exceeding 0.1%. ), will not be sold in the U.S. market.

Customs advice: Relevant manufacturers and traders of toys and child care products should continue to pay attention to the revision of the CPSC’s final rule on phthalates. Since the federal court has not revoked the final rule, the rule is still in effect. Notably, the final rule no longer distinguishes whether a product can be placed in a child's mouth, but instead expands the restriction to all toys and child care products. Phthalates, as common plasticizers , are widely used in plastic products. Relevant companies should pay attention to the screening of phthalates in products, through raw material source control, production process adjustment, and finished product delivery. Testing and other methods are used to eliminate hidden dangers of exceeding standards and reduce export risks.
