In June 2022, the Hainan District Branch of Wuhai Municipal Ecological Environment Bureau visited Northwestern University of Political Science and Law. Our bureau staff met Professor Ding Yanlin, director of the Environmental Law and Policy Research Center, and head of the Xi'an Intelligent Environmental Protection Comprehensive Command Center. Wang Ying, Airman leader Zhao Liang and media researcher Ma Xiaofeng conducted exchanges and studies. During the
period, the two sides discussed the ecological protection of the Yellow River basin, carbon reduction and pollution reduction, environmental law enforcement management, public opinion dissemination, and environmental protection facilities. At the same time, he expressed the hope to establish information interaction with the environmental protection department, open the door, and work together to solve environmental problems in Wuhai City and surrounding areas.
Since 2020, the Air Man organization has paid attention to the ecological environment of our district, written "Special Research Reports" many times, and put forward targeted suggestions and opinions. This exchange expressed gratitude to Air Man for its long-term attention and support to the ecological and environmental protection work of Hainan District, and introduced the progress of the governance of the special survey feedback issues in February 2022. At the same time, the environmental problems and confusions existing in the production process of the enterprise were raised, and interactive Q&A was conducted on the spot. Through this exchange, we gained a deeper understanding of the environmental issues in our region.
Our bureau will take this offline interactive exchange as an opportunity to continue to maintain active interactions with the Environmental Law and Policy Research Center of Northwest University of Political Science and Law, Xi'an Intelligent Environmental Protection Comprehensive Command Center and the Air Man Organization to jointly assist Wuhai and surrounding areas. The region has made in-depth efforts to prevent and control pollution and protect the important ecological security barrier in northern my country.

Chapter 4 Government Services
Article 36 When handling government service matters, the government and its relevant departments shall, based on the actual situation, implement systems such as on-site settlement, one-time settlement, and time-limited settlement to achieve centralized Processing, processing nearby, online processing, and remote processing. If market entities need to supplement relevant materials and procedures, they should be notified of the content that needs to be supplemented and corrected at once; if on-site surveys, on-site inspections, technical reviews, and hearing demonstrations are required, they should be arranged in a timely manner and completed within a time limit.
If laws, regulations, rules and relevant national regulations stipulate the time limit for handling government service matters, they shall be handled as soon as possible within the prescribed time limit; if there is no stipulation, the handling time limit shall be determined in accordance with the principles of reasonableness and efficiency and handled on time. Each region may further reduce the time limit for handling government service matters specified by the state, and shall disclose it to the public; if the handling time exceeds, the handling unit shall publicly explain the reasons.
Where local people's governments at all levels have established government service halls, all types of government service matters within the administrative region should generally be handled in the government service hall for unified handling. For the service windows set up by departments in the government service hall, conditions should be created to integrate them into comprehensive windows to provide one-stop services.
