In recent years, with the economic and social development and the continuous improvement of people's living standards, the number of dogs raised by the general public has continued to increase. Various problems caused by irregular dog raising are becoming increasingly prominent, which has had adverse effects on citizens' quality of life and urban appearance and environmental sanitation. According to the "Pingliang City Dog Raising Management Regulations", the Pingliang City dog raising implements three zoning management systems: "dog raising areas prohibited, strict management areas and general management areas". Among them, the prohibited dog breeding area refers to the office space of the government office, the hospital diagnosis and treatment area, the school teaching area, the student dormitory, the unit collective dormitory, the kindergarten and other areas; the strict management area refers to the built-up area of the county (city, district) and other areas designated and announced by the county (city, district) people's government; the general management area refers to other areas outside the prohibited dog breeding area and the strict management area. The "Pingliang City Prohibited Dogs" is divided into two categories: banned , strong dogs, , main breeds (not related to shoulder height and body length) and banned large dogs. The main 42 species of strong dogs are forbidden to raise. The promulgation and implementation of the "Pingliang City Dog Raising Management Regulations" marks that the dog raising management work in Pingliang City has entered a track of standardization and law.
