According to the " Law of the People's Republic of China on Public Security Administration Penalties", " of the People's Republic of China Animal Epidemic Prevention Law", "Hulunbeier City Urban Dog Management Regulations" and other laws and regulations, Hulunbeier 2021 Free registration of individual dogs in cities and towns. The relevant matters are hereby announced as follows:
1. Registration objects and content
The registration objects are the people who live in the cities and towns of the city and the dogs they raise. The content of the registration is dogs, registration Basic dog information, rabies vaccination status and basic information about dog owners.
2. Registration time and place
The main form of registration is self-declaration by the dog owner and confirmation by the police station. The place of registration is the police station in the jurisdiction where the dog owner actually lives. Registration will start on September 5, 2021, and the business will be handled during the daily working period. The police station may set up a separate registration location according to the situation and announce it to the masses in a timely manner.
3. Registration utility and management
The registration form stamped and confirmed by the police station can prove the ownership and management of the dog. The form is in duplicate, one of which is kept on file by the police station. In the future, the owner of the dog shall bring the registration form with the dog for public security inspection and urban management inspection.
IV. Registration process and requirements
Individuals who apply for dog registration should bring their dogs, fill in the complete "Hulunbuir Personal Dog Registration Form", and go to the local police station to register after being confirmed and signed by the community police. When applying, you need to submit the following materials:
1. Identity certificate such as the dog’s ID card or household registration book;
2. The dog immunization certificate issued by the agricultural and animal husbandry department and qualified animal clinic.
V. Precautions
Dog owners should be honest and trustworthy, earnestly and responsibly register their dogs, and fill in the dog information truthfully. The prohibited breeds listed in the "Hulunbuir Urban Dog Management Regulations and Catalogue of Prohibited Dogs" cannot be registered. From now on, during public security inspections and patrols, the police will always check the "Personal Dog Registration Form" of people carrying dogs, especially those carrying large dogs. Those who fail to register in time,Penalties will be imposed in accordance with the relevant provisions of the "Hulunbuir City Dog Management Regulations".

Dog Prohibition Specifications and Catalogue
According to Article 14 Paragraph 3 of the Regulations : "It is forbidden for residents to keep sturdy dogs and large dogs. The breeds of sturdy dogs and the specifications of large dogs shall be determined by the public security organs in conjunction with the agriculture and animal husbandry departments and announced to the public." To this end, the Municipal Public Security Bureau and the Bureau of Agriculture and Animal Husbandry have made reference to the international and domestic urban banned dog catalogs and the height and body length specifications of large dogs, and combined with the actual situation of the city to formulate the city’s urban dog banned specifications and catalogs, as follows:
1. Prohibited specifications for large dogs
In the area specified in the Regulations, residents are prohibited from raising those with a height greater than 50 cm (shoulder height) and a body length greater than 80 cm (including height 50 cm and body length 80 cm) Large dogs, except guide dog. The Municipal Public Security Bureau and the Agriculture and Animal Husbandry Bureau will adjust the specifications of prohibited dogs in a timely manner based on the actual situation of the dogs raised in our city, and the final interpretation power belongs to the Municipal Public Security Bureau and the Agriculture and Animal Husbandry Bureau.
2. Severe Dog Prohibited Directory
There are 49 types of Severe Dogs (regardless of height or length) that are forbidden to be kept by individuals. The list is as follows:
