On July 22, Lu Baoxin, member of the Standing Committee of the Shixing County Party Committee and Secretary of the Political and Legal Affairs Committee, convened a coordination meeting for the relocation work at the county public security bureau, clarified the positioning, goals, tasks and methods of the relocation work, and provided specific guidance on the safe relocation work. On the afternoon of August 2 and the morning of August 5, Deputy County Mayor and Director of the Public Security Bureau Wang Weiqiang successively presided over the Party Committee meetings to study and deploy the "two institutes and one team" relocation security work, emphasizing that all participating departments and police departments should do their best to determine personnel, posts and responsibilities to ensure that the relocation work is foolproof. In order to ensure the safe and orderly relocation of "two schools and one team" and be prepared for any accidents, Shixing County Detention Center fully performed its duties, actively communicated and contacted the county armed police squadron and municipal bureau supervision department, fully solicited opinions, and revised the draft several times, and formulated an implementation plan for the relocation of "two schools and one team". With the support of the city detention center and the county detention centers such as Renhua , Xinfeng , Nanxiong , Lechang , Wengyuan , etc., a total of 20 vehicles were determined. According to the actual number of people transferred, vehicles and routes, the county bureau has dispatched police forces to work with the armed police, health and other relevant departments to form a working group for the withdrawal of people, guarding the office, transfer escort, traffic control, road surface alert, emergency reinforcement, intelligence information, logistics support, medical and health care, and discipline supervision. On the afternoon of August 5, the county bureau organized all personnel involved in the relocation of security, conducted practical rehearsals in accordance with each position of the implementation plan, and made full preparations for safe and smooth relocation.
At around 7 a.m. on August 6, all security personnel involved in the relocation were in place in accordance with the positions stipulated in the plan. At 7:30, the relocation work was officially launched. Relevant leaders of provinces, cities and counties entered the on-site command center for on-site command, and also went deep into the "two institutes and one team" for inspection and guidance. The police officers and soldiers with escorts were strictly enshrined and orderly, ensuring that the detainees were in order; the traffic police implemented traffic control on roads and intersections on duty, and strictly prohibited motor vehicles from passing; the road alert police officers patiently and meticulously explained and communicated when guiding pedestrians and vehicles, so as to win the understanding and support of the masses, effectively ensuring the smooth progress of the relocation work. At 8:35, 172 detainees got on the bus and escorted the convoy to set off. At around 10 o'clock, the detainees were successfully transferred to the new detention center. At 10:30, the new detention center and detention center were unveiled. At 11 o'clock, the New Armed Police Squadron held a new barrack relocation ceremony. After 3 hours and 30 minutes of intense and orderly work, the "two institutes and one team" was relocated safely and smoothly.
