Hsinchu Prosecutor's Office investigated Xinfeng Township cleaning team member Lin suspected of colluding with an operator named Lu. He secretly went to Xinfeng buried ground to dump waste during the Qingming Festival. Afterwards, he collected red envelopes ranging from NT$1,000 to NT$100,000, and arrested and detained on the 24th.

Prosecutors' investigation shows that Lin is in Xinfeng Township and is responsible for the recycling of resources in the cleaning team and burial site; Lu is the actual person in charge of a company, dealing with waste.

Lin and Lu knew that the construction waste should be sent to a legal place for processing and sorting, and must not be discarded or dumped at will. However, without obtaining the license documents of the competent authority, Lu colluded with Lin in April this year. Lin commanded the personnel in the buried field to release it many times, asking Lu to send the construction waste to Xinfeng buried field for burial treatment.

The prosecutor further tracked and accidentally found evidence of the township mayor Xu Maogan suspected of committing a joint crime for personal gain. Xu Maogan used his authority to instruct employees to dump waste, saving the operators a total of more than NT$3 million in operating expenses, which was analyzed to be illegal income. However, the prosecutor believed that Xu Maogan was a serious suspect, so he arrested him and applied for detention. The judge held a trial overnight and ruled to detain Xu Maogan.
