Under the severe flood test, the reservoir in the Qidong County jurisdiction operated reliably and effectively played its role. This is a satisfactory answer given by Qidong County, Hunan Province, which has made efforts to strengthen the construction and management of small and medium-sized reservoirs since the 18th National Congress of the Communist Party of China.

Qidong is located in the core area of ​​the Hengshao Arid Corridor. There are no major rivers in the territory, and rainfall is unevenly distributed in time and space, making it prone to drought and floods. The reservoir is the core flood control and water supply facility in the county. Before the reform of the water conservancy project management system (hereinafter referred to as the "reform"), due to insufficient investment and lack of management, reservoir projects and water pollution were seriously damaged, and project benefits were attenuated. Every flood season made people fearful. In order to reverse this weak situation as soon as possible, Qidong County, as a provincial-level poverty-stricken county, made up its mind, increased investment, paid close attention to reservoir construction and management, made efforts to make up for its shortcomings, and achieved good results. It has repeatedly ranked first in the small reservoir management assessment in Hengyang City. In 2015, the reservoir dam registration was one of the few units in the province that was approved by the Hunan Provincial Dam Management Center all at once.

There are 189 reservoirs in the county (7 medium-sized and 182 small-sized). Most of them were built in the 1950s and 1960s. They were constructed using earthen methods and had "congenital" deficiencies. After decades of wind and rain erosion, they have become seriously aged and damaged. . Before the reform, the county's reservoir supporting facilities were incomplete, and 70% of dams or hub projects had health risks. During the flood season every year, the reservoir is constantly in danger, just like hanging "time bombs", which is frightening. Qidong County seizes policy opportunities, increases supporting investment, and accelerates the elimination and reinforcement of dangerous reservoirs. In 2015 alone, the county finance department secured more than 5 million yuan in supporting funds and completed the risk elimination and reinforcement of 53 small reservoirs. Up to now, in addition to the newly added reservoirs according to the water conservancy census, all the original 147 reservoirs in the county have completed risk elimination and reinforcement, and flood control roads have been opened for all reservoirs. At the same time, the reservoir information management facilities have been improved. At present, all medium and small reservoirs have established automatic water level observation and rainfall telemetry systems. All towns and villages have established flood control consultation systems, and their rain and water regime monitoring and flood forecasting and early warning capabilities have been effectively improved.

Qidong mainly relies on reservoirs for water supply, and the reservoirs are the "big water tanks" for the people of the county. In the past, due to lax law enforcement and ineffective management, acts of encroachment and destruction of reservoir projects and pollution and destruction of water sources were repeatedly prohibited. Domestic sewage from farmers near the water is discharged directly into the reservoir, and sewage from catering consumption, fertilized fish farming, agricultural breeding, and illegal mining in the reservoir area is discharged into the reservoir area without treatment. This has seriously polluted and destroyed the reservoir water body and aquatic ecological environment. In recent years, Qidong County has paid close attention to the protection and management of drinking water sources. Three centralized drinking water source protection zones have been established in the county. Through special actions, sewage outlets and floating catering operations in centralized water supply sources were completely banned. It is strictly prohibited to enter drinking water sources for dining, fishing and swimming. At the same time, fish farming with chemical fertilizers in reservoirs is completely prohibited, and reservoir water quality should be monitored regularly or irregularly. Reservoir water quality has been effectively optimized. The Hongqi Reservoir water source was included in the first batch of preliminary lists of important drinking water sources in Hunan Province. The water quality qualification rate of county-managed reservoirs reaches 100%.

In recent years, Qidong has actively carried out restoration and improvement of the ecological environment of reservoirs. Delimit mountain closures and afforestation areas within the reservoir rain-collecting area to severely crack down on illegal activities such as deforestation, mass grave burials, illegal building, dumping of debris, and reclamation and planting on steep slopes. At the same time, reservoir cleaning is included in the comprehensive improvement of the rural environment and unremitting efforts are made. Many reservoirs have also used the opportunity of risk relief and reinforcement construction to carry out landscape designs for dam bank protection facilities and observation facilities extended into the water. Nowadays, the mountains in the reservoir area are verdant, the air is fresh, and the dam and management center are clean and beautiful, making people feel relaxed and happy.

At the same time, we strongly support the reservoir management office in carrying out the construction of water plants and enhancing its own "hematopoietic function." Up to now, most county-managed reservoirs and many town-managed reservoirs have built water plants, adding wings to the economic development of management offices. The third is to establish rules and regulations and strictly enforce rewards and punishments. In 2015, the county government promulgated the "Implementation Rules for Small Reservoir Management" and the "Measures for Accounting Responsibility for Flood Control Work". The County Water Conservancy Bureau guided each township to formulate and improve the post management, dispatching operation, inspection and observation, maintenance and other systems for small reservoirs, and unified them. The "Flood Control Duty Record Book" and "Reservoir Inspection Record Book" are issued, and daily reservoir management and emergency rescue technical training are organized every year, so that reservoir management can gradually embark on a standardized and institutionalized track. Strict rewards and punishments will be implemented, and regular inspections, supervision and annual assessments of reservoir management will be carried out every year. The assessment results are directly linked to the target management assessment of townships and water management units, priority evaluation, project fund arrangements and the salaries of daily management and maintenance personnel.
