As summer temperatures become higher and higher, rainfall occurs frequently in various places, and pests and diseases begin to enter a period of high incidence. Therefore, the use of biological drugs in rural areas begins to increase rapidly. However, some criminals also take this opportunity to sell fake pesticides. Many dealers do not verify Under the "three certificates" situation, the sale of fake pesticides of unknown origin has caused considerable losses to farmers.
1. "Expanding Fast" fertilizer is close to pesticides
According to a survey by the Agricultural Bureau of Gongcheng Yao Autonomous County, at the beginning of this year, Duan's Agricultural Materials Management Department in Jiahui Town, Gongcheng, Guangxi, sold expanded fertilizer produced by Guilin Guikai Biotechnology Co., Ltd. Fast product, registration certificate number: Agricultural Fertilizer (2008) No. 0997, production date: January 3, 2018. The samples submitted for inspection contain the pesticide ingredients 5-nitro-o-methoxyphenol sodium, p-nitrophenol sodium, and naphthaleneacetic acid, and should be identified as fake pesticide products.
The Agricultural Bureau of Gongcheng Yao Autonomous County imposed the following administrative penalties on the company: 1. Ordered to stop operating expansion products; 2. Confiscation of illegal properties 3. A fine of RMB 25,000 (￥25,000); 4. The above fines and confiscations totaled RMB 26,000 (￥26,000). (Gongnong (Pesticide) Penalty [2018] No. 9)
[Comment]: This "expanding fast" product, on the packaging, has obtained the fertilizer production qualification with the agricultural fertilizer registration certificate, but the external claims of the product and the internal quality inspection of the product contain Pesticide ingredients. According to relevant national regulations, "Zhang Da Kuai" products should fall within the scope of pesticide management, that is, the relevant production qualifications and conditions for pesticides must be obtained before they are allowed to be produced and sold.
2. Suspected of forging the standard number
On May 17, 2018, the Lingchuan County Agricultural Administrative Comprehensive Law Enforcement Brigade inspected the Lingchuan County Fujun Agricultural Materials Management Department in accordance with the law and found problems with six pesticides sold at the party’s pesticide counter:
● 4.8% "Acretin. Perfluoride" water emulsion pesticide (technical support unit: Zhengzhou Liangren Biotechnology Co., Ltd., pesticide registration certificate number: LS20090177, pesticide production license number: HNP37137-A6251, product standard number: Q /ZLN045-2006). After checking the China Pesticide Information Network, no information on the pesticide registration certificate was found, indicating that the pesticide has not obtained a pesticide registration certificate in accordance with the law.
●25% "cyhalothrin" water emulsion pesticide (technical support: Zhengzhou Liangren Biotechnology Co., Ltd., pesticide registration certificate number: PD20130891, production approval certificate number: HNP45010-A7160, product standard certificate number: Q/ XNC14-2014). After checking the China Pesticide Information Network, the manufacturer of the pesticide registration certificate information is "Guangxi Brothers Pesticide Factory", which is a pesticide that has not obtained a pesticide registration certificate in accordance with the law.
● 500 g/L "Triadimefon" suspension agent pesticide (manufacturer: Jiangsu Jianpai Pesticide Chemical Co., Ltd., pesticide registration certificate number: LS20090052, production approval certificate number: HNP32063-D4271, standard certificate number: Q/ 32095JNA057-2008). After checking the China Pesticide Information Network, no information on the pesticide registration certificate was found, indicating that the pesticide has not obtained a pesticide registration certificate in accordance with the law.
●80% "Carbendazim" pesticide (Manufacturer name: Guangxi Guilin Econo Pesticide Co., Ltd., Pesticide Registration Certificate Number: LS20061812, Production License Number: HVP-45031-D6070, Enterprise Standard: Q/GLYKN21-2005 ). After checking the China Pesticide Information Network, the pesticide registration certificate is valid until October 31, 2010. It is a pesticide that has not obtained a pesticide registration certificate in accordance with the law.
●8000IU/microliter "Bacillus thuringiensis" suspension pesticide (Manufacturer name: Wuhan Kono Biotechnology Co., Ltd., pesticide registration certificate number: PD20085347, production license number: XK13-003-00135, product standard certificate number: HG3618-1999). After checking the China Pesticide Information Network, the labeled active ingredients of this pesticide do not match the active ingredients registered in its pesticide registration certificate, and it is a pesticide that has not obtained a pesticide registration certificate in accordance with the law;
● "Azadirachtin" EC pesticide (name of manufacturer: Dongda, Shenyang, Liaoning Province Dick Chemical Pharmaceutical Co., Ltd., pesticide registration certificate number: PD20120804, production license number: HNP21075-A7020). After checking the China Pesticide Information Network, it was found that the active ingredients labeled on this pesticide did not match the active ingredients registered in its pesticide registration certificate, and it was a pesticide that had not obtained a pesticide registration certificate in accordance with the law.
After the Lingchuan County Agricultural Bureau filed the case in accordance with the law that day, it investigated the case of the parties dealing in fake pesticides. Within the legal period, Lingchuan County Fujun Agricultural Materials Operation Department failed to provide relevant information such as the pesticide registration certificate number, product quality standard number, and pesticide production license number of the above-mentioned pesticide products. Subsequently, the Lingchuan County Agricultural Bureau imposed administrative penalties on the agricultural supplies management department: 1. Confiscating the above-mentioned pesticide products involved; 2. A fine of RMB 6,500. (Lingnong (Pesticide) Fine [2018] No. 9)
[Comment]: The 6 fake pesticides seized by the law enforcement team in this agricultural supplies store were all produced in April 2018. During the purchase process, if the dealer asks the other party for the three certificate numbers marked on the labels of these six pesticides and carefully checks them, they will also find that many of them do not match. For example, on some pesticide labels, the enterprise standard marked has expired for 10 years; the production license number marked does not correspond at all, and it is suspected of forgery.
3. Pesticides contain ingredients that are not consistent with the labels. On May 16, 2018, Guigang City Gangnan District Agricultural Bureau conducted a market inspection at the Fuxin Village Fertilizer Sales Department of Guigang Wattang Supply and Marketing Cooperative and found that the nominal label was from Dagong, Zhangye City. There is a problem with the avermectin emulsifiable concentrate pesticide produced by Agricultural Chemical Co., Ltd. with an active ingredient content of 1.8% (registration certificate number: PD20092401, Pesticide production license number: The center (Nanning) inspected and found that: 1. The test results of abamectin in this sample did not meet the requirements of GB19337-2003. 2. Azoxystrobin was detected in this sample; at the same time, a product confirmation letter was sent to Zhangye Dagong Agrichemical Co., Ltd. for confirmation. The company responded that it has never produced products with this batch number.
According to the stipulation in Article 44, Paragraph 3 of the " Pesticide Management Regulations " that "the types of active ingredients contained in pesticides are inconsistent with the active ingredients marked on the label and instructions of the pesticide", the Gangnan District Agricultural Bureau of Guigang City determined that the sales department operated Fake pesticide products.
A few days ago, the Agricultural Bureau of Gangnan District, Guigang City issued the following administrative penalties to the parties involved: 1. Ordered to stop operating this batch of avermectin EC pesticide with an active ingredient content of 1.8%; 2. Confiscated illegal income of 468 yuan, and confiscated the inventory of illegally operated products. 129 bottles of abamectin emulsifiable concentrate pesticide with an active ingredient content of 1.8%; 3. A fine of 5,000 yuan was imposed, and a total fine of 5,468 yuan was confiscated. They did not know whether the manufacturer had this packaged pesticide product, and they lacked basic awareness of precautions such as checking whether the company had this salesperson, so that they purchased fake pesticides.
