The Jin'an District Human Resources and Social Security Bureau twice ordered the company to pay the wages owed to the workers in full, but Meng did not pay them in full within the time limit of the order.

In order to achieve the purpose of concealing and transferring property, Meng did not leave when he received the processing payment. The company's corporate account uses its own WeChat and the bank cards of his ex-wife and daughter, as well as Alipay to collect money. Most of the money collected by his own WeChat is transferred to his ex-wife's WeChat, and when the money is needed, his ex-wife transfers it to his WeChat. . From September 2020 to May 2021, Meng used more than 100,000 yuan in gambling funds.
After the trial, the court held that the defendant, Meng, evaded the payment of labor remuneration to the laborers by means of transfer, and the amount was relatively large. The relevant government department ordered the payment and still did not pay, and his behavior constituted the crime of refusing to pay labor remuneration. In view of the fact that the defendant Meng Mou is a first-time offender and has the circumstances of giving himself up, admitting guilt and accepting punishment, etc., the court made the above judgment in accordance with the relevant provisions of the Criminal Law of the People's Republic of China.
