The island’s investigation department investigated the “legislator” corruption case last year and seized 9.2 million yuan (NT$, the same below) in cash from the home of “legislator” Zhao Zhengyu. It is believed that Zhao has 1.7 million yuan in property. The source of the crime was unknown, so Zhao was prosecuted. There was no evidence of bribery in the rest, so he was not prosecuted. The crime of bribery was sent back for further investigation by the Taiwan High Prosecutor's Office. The Taipei District Prosecutor's Office still did not prosecute Zhao today. However, the 7.5 million yuan was merged into the court for the crime of unknown source of property.
Inspection launched a large-scale search on July 31 last year to investigate the case of Li Henglong, the former head of Pacific Circulation Company, who bribed "legislators" from the government and the opposition for the management rights of SOGO. 9.2 million yuan in cash was "accidentally" seized at Zhao Zhengyu's home.
After investigation, the prosecutor determined that 1.7 million yuan of the 9.2 million yuan in cash was not clearly explained by Zhao Zhengyu, which involved the crime of embezzlement of unknown sources of property. When the case was concluded on September 21 last year, Zhao was prosecuted for the crime of unknown sources of property and violation of the tax collection law. As for Zhao Zhengyu's bribery crime, which was originally investigated separately, he was given a non-prosecution sanction.
After the prosecutor made a non-prosecution decision on Zhao Zhengyu's crime of accepting bribes for the first time, he applied ex officio to the second instance for reconsideration. The Supreme People's Procuratorate reviewed the case and believed that the first-instance prosecutor failed to fulfill his obligation to verify evidence and sent the case back to the Taipei District Prosecutor's Office for further investigation with a "continuation" case number.
After the Taipei District Prosecutor’s Office investigated Zhao Zhengyu for the second time on the crime of accepting bribes, it was still unable to find out the relationship between Zhao Zhengyu’s bribery and consideration. Today, it issued a non-prosecution decision on the crime of accepting bribes for the second time.
However, the Taipei District Prosecutor's Office believes that, in addition to the 1.7 million yuan for which Zhao Zhengyu has been charged, the Taipei District Prosecutor's Office believes that Zhao's statement about the source of the 7.5 million yuan in cash cannot be resolved. Today, it requested that the 7.5 million yuan part be merged into the case for trial, and asked the Taipei District Court Collegiate Court to punish Zhao Zhengyu for the crime of unknown source of property.
