It is worth noting that Su Junbin was once a core member of Ma Ying-jeou. Public information shows that he is 46 years old and was born in Taoyuan. He once served as spokesman for Ma Ying-jeou and deputy chairman of the Cultural Affairs Bureau of the Chinese Kuomintang. From December 2008 to February 2010, he served as the "Director of the Information Bureau" of the Taiwan authorities. In January 2012, in the 8th "Legislator" election on the island, Su Junbin represented the Kuomintang against the DPP candidate Xu Tiancai, but ultimately lost the election and gradually faded out of the political arena.
Zhang Shanzheng stressed that the Taoyuan City Government employs people based on their talents. It is reported that Zhan graduated from the Department of Construction Engineering Technology of the Taiwan Industrial Technology Institute with a master's degree. He once served as the deputy director of the New Taipei City Rapid Transit Bureau, the director of the new engineering department of New Taipei City , the chief engineering department and the deputy chief engineering department of the Taipei City Rapid Transit Bureau. He started from the grassroots and has rich experience. During his tenure as Director of Works, he handled large and small projects, among which projects such as humanistic road improvement, Wugu Garbage Mountain, and Sandiaoling Eco-Friendly Tunnel were the most representative.
The outside world originally expected him to take over as the secretary-general of New Taipei City, but unexpectedly he was loaned out by Taoyuan. Zhan Rongfeng said that he had experience in engineering units such as the Shuangbei MRT Bureau and the New Construction Office. In the future, Taoyuan will have major projects such as large-scale MRT excavation. Zhang Shanzheng believes that his past experience can be used in the Taoyuan project.
