Ma Ying-jeou, Luo Zhiqiang, Wang Hongwei and four current Kuomintang-owned Taoyuan City "legislators" all appeared to assist in the election. On October 8, Zheng Wencan, the current mayor of Taoyuan, was suddenly elected as chairman of the island's "Football Association", which sparked heated discussions in the media. The political arena on the island has always been rumored that after the "nine-in-one" election, if Zheng Wencan can help the DPP retain the position of mayor of Taoyuan, he is likely to replace Su Zhenchang as the head of the island's administrative department. He will even run for the 2024 Taiwan leadership election with the support of Tsai Ing-wen.
Previously, in response to the collapse of the ceiling of Taoyuan Badminton Hall, a Kuomintang congressman in Taoyuan City criticized Zheng Wencan, who was working as mayor and wanted to join the administrative department in Taipei, and then abandoned the governance of Taoyuan City.
But Zheng Wencan's actions on October 8 were very puzzling because the status and power of the chairman of the "Football Association" and the head of the administrative agency are very different.
Taiwan’s island public opinion generally believes that considering that Zheng Yunpeng’s election situation in Taoyuan City was not good, Zheng Wencan lost the confidence to take over as the head of the administrative agency, so he planned to take over as the chairman of the “Football Association” in advance.
Once the "nine-in-one" election is over and Taoyuan City completes the transformation from green to blue, Zheng Wencan has no "capital", no strength, and no chance to take over as the head of the administrative department on the island.
In 2018, Su Zhenchang became the head of the island's administrative agency after losing the election for mayor in the New Taipei City. But Zheng Wencan does not have the qualifications and ability of Su Zhenchang. If Zheng Yunpeng loses the election as mayor of Taoyuan, Zheng Wencan will not successfully complete the baton and will not have the chance to take over as the head of the administrative agency. Therefore, Zheng Wencan made an advance plan and took over as chairman of the "Football Association".
