At 9:00 on September 18, 2020, the Intermediate People's Court of Heilongjiang Province held a public trial in the first instance of the defendant Fan Yu and others organizing, leading and participating in a gang-like organization. Deputies to the Daqing Municipal People's Congress, members of the CPPCC, representatives of the party and government organs and the defendant's family attended the trial.
Daqing Municipal People's Procuratorate accused: Since 1994, a gang-like organization with Fan Yu as the organizer and leader, Li Zhijun, Huang Yufeng, and Liu Guofeng as the backbone members, Gao Tao, Liu Beiyi, and Li Xiaolong as members of the organization, in order to safeguard illegal interests, establish illegal authority, and strengthen economic strength, use violence and threats to organize the illegal activities such as intentional homicide, gathering crowds to fight, provoke trouble, opening casinos, and forced transactions. He also used the shelter and condolence of state staff to do evil in Suihua City, Heilongjiang Province, bullying and harming the masses, dominating one side, and seriously undermining the local economic and social life order. By the time of the incident in 2019, the organization and the defendants involved committed 58 illegal and criminal acts, involving 14 crimes, resulting in serious consequences such as 3 deaths and 20 injuries.
