The "Notice on Solving the Prominent Issues of Formalism and Reducing Burdens for Grassroots" recently issued by the General Office of the CPC Central Committee, which specifically puts out a part, emphasizing the improvement of the accountability system and incentive and care mechanism, and strives to solve the problem that cadres dare not take responsibility. This is not only the source of "accountability" and also a clear call for "responsibility".

Since the 18th National Congress of the Communist Party of China, from strengthening accountability work and implementing the "two responsibilities", to consolidating practical results and tightening the institutional cage, our party has taken accountability as a weapon to manage and govern the party, and has successively held accountable for the corruption of Shanxi, the sabotage of elections in Hengyang, Hunan, the case of canvassing votes and bribery in Nanchong and Liaoning, and the issue of illegal villas in the northern foot of the Qinling Mountains in Shaanxi. The phenomenon of inactive accountability and ineffective accountability has been greatly reduced. It has become the norm for malpractice to be held accountable and strict accountability has become the norm, which has effectively promoted the party management and governance from loose and soft to strict and hard, and has also made it gradually a general consensus that "there is power, responsibility, responsibility, and failure to be held accountable" has gradually become a general consensus.
At the same time, due to the lack of thorough learning and profound understanding of the central spirit and party regulations, the generalization and simplification of accountability occur frequently. For example, within 4 minutes, poverty alleviation cadres were publicly informed that they were "gived a warning within the party" because they failed to answer the call of the poverty alleviation inspection team in time; they were criticized for writing two punctuations in the poverty alleviation manual... These issues of simplifying discipline, rough accountability lines, and even random accountability, wrong accountability, and wrong accountability, although the relevant handling afterwards were revoked, they also caused some adverse effects. In particular, functional accountability similar to "being shot while lying down", timed accountability that "you will get harvested just by sowing", fire-fighting accountability that cools down public opinion, and mechanical accountability that ignores difficulties will not only dampen the enthusiasm of grassroots cadres, but also invisibly weaken the authority of accountability.

From the previous requirement to make good use of the "four forms" of supervision and discipline enforcement, to the requirement of "serious, standardized, precise and cautious" accountability, it all reflects the dialectical unity of strict management and love, constraints and incentives. It is not only a sincere responsibility for the cause of the Party and the country, but also a true responsibility to Party members and cadres.
In other words, accountability is also a scalpel, and its power lies not only in its sharpness, but also in its superb skills. Only by carefully understanding and implementing the spirit of the "Notice", strictly hold accountable based on the law and discipline, standardize accountability based on facts, accurately hold accountable with problems as the bull's eye, and carefully hold accountable with the principle of tolerance of mistakes. Only by overcoming one's own and alert one's own mentality, overcome the mentality of "doing more mistakes and not doing well, and inspiring the spirit of responsibility and hard work and initiative. “Be responsible for those who take responsibility, and be responsible for those who take responsibility.” From this, it can be understood why the "Notice" clearly requires that the requirements of "three distinctions" be concretized, correctly grasp the nature and impact of mistakes made by cadres in their work, and effectively protect the enthusiasm of cadres to do things and start businesses.
General Secretary Xi Jinping emphasized: "Cadres must be responsible. The greater the responsibility, the greater the cause, and the greater the responsibility, the greater the achievement. " Our power is granted by the Party and the people, and is used for the Party and the people. It can only be used to share the Party’s worries, do things for the country, and seek benefits for the people. Adhere to the consistency of rights and responsibilities, strictly hold people accountable, insist on all levels of responsibility and everyone takes responsibility, support grassroots cadres, and set up a "pressure relief valve" for those who do things and start businesses, and we can inject a steady stream of positive energy into grassroots governance.
