Mainland China has announced the suspension of import of Taiwan's pineapple Sakyamuni due to pest problems for more than half a year. The DPP authorities' "Committee of Agriculture" claimed to have launched "three arrows" to rescue the sales, domestic sales and processing, and boasted that the achievement rate was as high as 90%. At the same time, it also launched the so-called "cost insurance policy" for the first time to claim the cost loss of farmers. However, Taiwanese farmers revealed that the export target during this period did not meet the standards after deducting the Hong Kong region of China and Hong Kong. Domestic sales prices were only sold at a low price, and they criticized the "Committee of Agriculture" for playing text games!
Mainland China suspended the import of Taiwan's pineapple Saga last year, and it was about to welcome the abundant fruit farmers at the end of that year. The impact is especially in Taitung County, the largest production area in Taiwan. The annual planting area here reaches 28,000 hectares and the output is more than 24,000 metric tons, of which 90% are sold to mainland China.
In response to the possible long-term changes in agricultural exports, all sectors suggested reducing production at that time. Taitung County Mayor Rao Qingling believes that instead of spending 1 billion yuan (NT$, the same below) to stabilize the price of production, the DPP authorities should place the expenses in the most urgent places, and compare the rice fallow subsidy and other practices to reduce the yield in the small and medium-sized fruit stage. Li Jiantong, Director-General of Taitung Regional Farmers Association, also suggested that each fruit farmer share the yield reduction in proportion, and then calculate the compensation amount based on the minimum production cost per hectare.
However, for the sake of face, Chen Jizhong, the chairman of the Committee of Agriculture, immediately set the tone to not reduce production, and announced on November 9 last year that it would open up the market with the "three arrows" of domestic, foreign and processing; on November 17, it issued a bold statement saying, "We will not directly subsidize farmers with cash, and we will not directly ask farmers not to plant when facing problems." Chen Jizhong said that if we don't plant, we will lose; if we reduce production, we will also lose.
At the end of last month, Chen Jizhongda took action to hold a press conference in Taitung, claiming that he had a sales target of 13,000 metric tons of export, domestic sales and processing since last year, of which 4,355 metric tons were exported, successfully landed in Japan and other countries and regions to effectively expand the emerging markets of export; domestic sales of 7,090 metric tons, and established the "Haish Lianlian Enterprise Ordering Platform" to encourage enterprises and public institutions to subscribe and sell; process 1,007 metric tons, and the media processing factory cooperated with farmers' groups in the production area to develop processing products such as fruit puree, diced fruit, popsicle, ice cream, etc. The execution progress so far is 12,000 metric tons, with a achievement rate of up to 96%.
Check out the results of the DPP authorities' shooting of the "three arrows" of pineapple Sakyamuni. The "Committee of Agriculture" boasted that the total export target of nearly 5,000 metric tons has met the standard so far last year, and is actively developing markets outside mainland China, as if it was successfully entering Japan. However, according to the statistics of the "Committee on Agriculture and Grain Production and Sales Information Integration Platform", in the first half of this year, Hong Kong, China accounted for 2,664 metric tons. Excluding markets other than Hong Kong, Japan only had 32 metric tons. In addition to Thailand, Cambodia, Palau and Australia, the total export volume of the above countries and regions was less than 200 metric tons. According to statistics, the total export volume of pineapple Saga in the first half of this year was 3,054 metric tons. Compared with the 15,000 metric tons last year, the single market in mainland China alone decreased by 14,000 metric tons.
A Wei, a medium-sized cargo yard in Luye area in Taitung, bluntly said that "three arrows shot farmers to death." He said that during the prosperous period in previous years, the cargo yard shipped every day and was in short supply. The average daily shipment was up to 12,000 kilograms (7,200 kilograms), and the price was 80 to 90 yuan per kilogram; this year, the average daily delivery was only 6,000 kilograms (3,600 kilograms), with an average of 10 to 20 yuan per kilogram. Most of them came from domestic sales orders from farmers' associations and enterprises. The domestic sales market was extremely small and the price was poor.
In addition to the ugly domestic sales price, the fairness of "few and uneven" has also caused controversy. A Xiang (pseudonym), a Qingnong who has been growing pineapple sakya in Taitung County for more than five years, pointed out that the "Committee of Agriculture" promoted "Haoshi Lianlian" to sell more than 200,000 boxes of pineapple sakya in China last year. Judging from the numbers alone, it seems that a lot of agricultural products are digested, but in fact only those who are "related" can get orders.
"We are also cooperating with the provisions of production history, applying for QR CODE (QR code) and drug testing, and we can't get an order."A Xiang pointed out that the "Agriculture Commission" commission requested the "Agricultural Science and Technology Research Institute" to establish the "Haoshi Lianlian Pre-purchase Platform" to be too rough. The orders are only given to a few specific farmers' groups. Some farmers cannot wait for the order, but after selling their goods, some farmers purchase other goods to sell them, making another profit.
In response to the achievements of the "three arrows" of pineapple Saga, the "Agriculture and Food Administration" said that it will further review and improve and will continue to be implemented this year. The domestic sales part will expand wholesale channels other than Beinong, reward underwriters to increase purchase incentives; the export part will continue to communicate with Japan and other places this year to overcome the quarantine problems of Oriental fruit flies facing fresh fruit exports, and accelerate negotiations with the Japanese side on fumigation and other quarantine measures; as for the processing part, since it was the first time it was implemented last year, the technology and channel was not very wide, processing technology will be adjusted thoroughly.
