1. Accelerate the establishment of an integrated and unified online "one-window acceptance" platform. Real estate registration agencies must implement their main responsibilities, seek support from local governments, accelerate the implementation of the "Regulations on Optimizing the Business Environment", and on the basis of the "one-window acceptance and parallel processing" of real estate registration, transactions and tax payment, promote the development of "Internet + real estate registration" to a higher level, and establish an integrated and unified online "one-window acceptance" platform as soon as possible. Provinces that meet the conditions can take the lead in establishing and implementing a unified online "one-window acceptance" platform across the province. Places that do not meet the conditions can also use the online "one-window acceptance" platform uniformly distributed by the Ministry of Natural Resources. Through the online "one-window acceptance" platform, it is seamlessly connected with tax collection and management systems, and realizes one-time acceptance, automatic distribution, parallel processing, legal connection, and one-stop service, and eliminates "entering multiple stations and running multiple networks". Online "one window" and offline "one window" should be integrated and connected, and a set of service standards and a processing platform should be implemented; the strength and windows of online and offline personnel should be scientifically equipped to provide comprehensive services. By the end of this year, we will strive to achieve full coverage of "one-window acceptance and parallel processing" in all cities and counties across the country, and accelerate the promotion of the integrated and unified "one-window acceptance" platform online and offline.
2. Vigorously promote online acceptance and review. uses the online "one-window acceptance" platform to accelerate the online acceptance and review of real estate registration, tax declaration and payment. Where information sharing and integration are in place, the materials required for real estate registration are obtained by the registration agency through departmental information sharing. The applicant verifies his identity online, and does not meet with faces without meeting each other, so as to achieve "no need to go" at one time; where information sharing and integration cannot be in place for the time being, the applicant shall take a photo or scan the paper materials and submit them online, review online, verify the original materials, complete them in one go, and assist in express delivery and mailing, striving to achieve non-face-to-face processing. At the same time, we must provide high-quality services for on-site processing. All localities should promote convenient, faster and priority online processing through the online "one-window acceptance" platform, its mobile APP, WeChat mini-program, etc., and gradually realize that the whole city can be handled nearby, and can be handled remotely. Before the end of this year, cities at the prefecture level and above and counties and cities with conditions across the country will fully implement "Internet + Real Estate Registration".
3. Promote the use of electronic certificates and electronic materials. According to laws and regulations, the electronic real estate registration certificate certificate certificate has the same legal effect as the paper real estate registration certificate certificate certificate certificate certificate certificate, and all localities should actively promote it. Where conditions permit, electronic certificates that meet national standards shall be issued; if conditions are not met for the time being, efforts should be made to provide mailing of paper certificates, self-service printing and other services to facilitate the processing of enterprises and the public without meeting each other. Promote the use of electronic signatures, electronic seals, electronic contracts, and electronic certificate certificates in real estate registration, tax declaration and mortgage loan services. Electronic signatures that meet the prescribed conditions have the same legal effect as handwritten signatures or stamps, electronic seals and physical seals. Electronic materials with electronic signatures or stamps with electronic seals are legal and valid. The information obtained through sharing and the electronic materials submitted by the parties can be used as the basis for service, and electronic materials can no longer be archived in paper form. Local banking and insurance regulatory departments and real estate registration agencies that meet the conditions can jointly formulate a model text of real estate mortgage contracts.
4. Further improve the quality of login and data transmission. standardizes registration behavior, strictly fill in the registration book as required, and does not fill in the registration book at will or reduce the content of the data item without authorization. Make full use of information technology to assist in filling, review and verification of the registration book to ensure that the content of the registration book is comprehensive and accurate, and does not be heavy or missed. In principle, the content of the registration book must not be vacant. Individual columns that cannot be filled in with slash "/" and note the reasons in the attached column of the registration book; they can be called directly through the inverse writing of existing information and no repeated entry will be done. Comprehensively improve the access quality of information platforms at all levels, ensure that data is automatically uploaded through the system during the registration process, and manual upload is strictly prohibited; collect the types and quantities of registered services in the logbook log, and report them regularly and automatically on the same day through the system; use the national-level information platform to access the supervision system, monitor local access, and solve abnormal problems in a timely manner.
5. Deepen the application of real estate unit code. Improve the cadastral investigation work mechanism, and all aspects of land and planning management such as pre-examination of construction projects and planning site selection, agricultural conversion approval, construction land planning permit, land supply, construction project planning permit, rights confirmation and registration should be carried out in a standardized manner, and the survey items, land property identification, technical standards, results management and data storage should be unified to ensure that the investigation operations are coordinated and connected, and the cadastral results are shared and used. If the boundary, ownership, and use have not changed after the first cadastral survey of real estate such as land, houses, etc., the survey results should be used all the time to avoid repeated operations. In accordance with the requirements of the "Rules for Setting and Code Preparation of Real Estate Units", when the integrated real estate unit of land and real estate is newly established or changed, a unified real estate unit code is prepared and a real estate unit table is established. The real estate unit code should be recorded in materials such as construction land planning permit, land paid use contract (allocation decision), construction project planning permit, mortgage contract, tax payment certificate, registration book certificate, etc., and use the real estate unit code to link real estate transactions, tax collection, right confirmation and registration to achieve "one-code relationship", ensure that the business links are consistent, true and accurate, and facilitate sharing inquiry and traceability.
6. Strengthen the connection between registration and tax payment. Real estate registration agencies and tax departments in various places should strengthen work coordination, deepen departmental information sharing, and achieve organic connection between registration and tax payment. The first registration, transfer registration and related taxes involved in real estate are all "one-stop" to realize "one-stop acceptance and parallel processing". Real estate registration agencies should follow the 26 process optimization charts of the Ministry of Natural Resources to optimize and clarify the local processing procedures as soon as possible, resolutely cancel the pre- and unnecessary links of illegal and irregularities, merge similar links, and reduce the burden on enterprises and the masses. Before the end of this year, all general registration business processing time in cities and counties across the country will strive to be reduced to within 5 working days. After the parties sign the sales contract, they can apply for real estate registration. After accepting the application of the parties, the real estate registration agency must promptly push the information required for tax collection to the tax department. The tax department must use the information pushed by the real estate registration agency to collect taxes, and feedback the tax payment result information to the real estate registration agency as soon as possible. The real estate registration agency shall promptly register and issue the certificate based on the tax payment result information.
7. Deepen registration financial coordination. continues to promote real estate registration to extend service outlets to banking financial institutions and deepen service content. The "one-stop" service is implemented for financing, loan transfer, loan renewal, extension and related real estate mortgage contracts and mortgage registration, shorten the processing time, seamlessly connect loan transfer, reduce bridge funds, broaden financing channels, and alleviate the problems of difficulty and high cost of financing; for newly applied loans, the bank inquiry, loan approval, first mortgage registration and loan issuance are seamlessly connected; for extended loan renewal or loan extension, the loan approval, mortgage change registration and loan issuance are seamlessly connected; for borrowing new and old, the loan approval, mortgage cancellation registration and first registration and loan issuance are achieved.Gradually expand the scope of the provincial or municipal real estate registration institutions and the Banking and Insurance Regulatory Bureau in accordance with the "general to general" method, take the lead in applying electronic registration certificates in mortgage registration of bank financial institutions, gradually cancel paper certificates, and actively and steadily expand self-service services such as certificate collection, certificate replacement, and inquiry that extend service points. In related business operations, insurance companies, financial asset investment companies, insurance asset management companies, bank wealth management subsidiaries, and financial asset management companies can apply for real estate mortgage registration as mortgage registration as the mortgage registration in accordance with the "Notice of the China Banking Registration of the Ministry of Land and Resources of the Ministry of Land and Resources on Several Issues Concerning the Business Operation of Financial Asset Management Companies and Other Institutions" (Bank and CAS [2017] No. 20). Loans and mortgage registration shall not be approved on the grounds that the mortgage contract has not been registered online. Before the end of this year, the handling time for mortgage registration business in all cities and counties across the country will strive to be reduced to within 5 working days.
8. Fully implement preview registration. implements the pre-registration system, takes the lead in realizing online processing, actively extends registration ports to real estate development companies and housing brokerage agencies, further simplifies the processing process, shortens processing time, facilitates the people and benefits enterprises, prevents "one house and two sells", safeguards the legitimate rights and interests of home buyers, coordinates to prevent financial risks, and supports strengthening tax collection and real estate market regulation. Comprehensively carry out pre-sale commercial housing registration, actively promote the pre-registration of existing housing, and no longer re-collect materials when handling transfer and mortgage registration, and shorten the completion time limit. Real estate registration institutions shall actively push the pre-registration results to banking financial institutions and tax departments. Banking financial institutions shall approve loans based on the pre-registration results. If pre-sale commercial housing has not completed pre-registration and mortgage registration, banking financial institutions shall not approve loans. The tax department can use the results of the preliminary registration to carry out tax collection related work. Where conditions are met, pre-purchased commercial housing pre-purchased commercial housing mortgage pre-registration, transfer pre-registration and mortgage pre-registration, and pre-registration transfer registration can be combined.
9. Continuously extend and expand online query services for registration information. Real estate registration agencies should conscientiously perform their statutory registration information inquiry responsibilities, accelerate online inquiry of real estate registration information, and actively provide high-quality inquiry services to facilitate enterprises and the public to prevent transaction risks by inquiring real estate registration information, avoid forced verification, strengthen the exchange and sharing of registration-related information with the departments of housing and urban-rural development, agriculture and rural areas, public security, civil affairs, finance, taxation, market supervision, finance, audit, statistics, etc., and actively support real estate market regulation, and provide convenience for mortgage loans, points settlement, children's enrollment, market entity registration, clearing wage arrears of migrant workers, compulsory enforcement, etc. Promote the extension of registration service points to banks, courts, notarization agencies, townships and communities, and provide online services such as appointment consultation, registration application, and information inquiry. All banking financial institutions should actively participate in business services such as transaction fund supervision, registration agency, etc., and places that meet the conditions can enter the real estate registration hall to provide services. Where electronic certificate certificates are issued and online inquiry services are provided, paper certificates can no longer be included in mortgage information or paste paper attached pictures. Before the end of this year, all cities and counties in the eastern and central provinces, as well as cities at or above the prefecture level in western provinces, strive to launch online registration information inquiry services.
All localities should attach great importance to it, strengthen organizational leadership, strengthen the main responsibilities of cities and counties, implement funding guarantees, ensure information security, strengthen publicity and guidance, and make solid progress. We must combine the actual situation to determine the list of counties and cities in this province that will fully implement "Internet + Real Estate Registration" by the end of this year, merge it with the list of cities at the prefecture level and above, establish a ledger, follow-up guidance, and register and cancel accounts.
