Immigration, Refugees and Citizenship Canada (IRCC) has implemented a temporary public policy in which temporary residents in Canada do not need to submit an immigration examination as part of the application if their previous Immigration Physical Examination (IME) has expired. This helps to process applications faster and helps eligible foreigners quickly obtain temporary or permanent resident status.

This exemption applies to foreign citizens who meet the conditions:

  • Temporary residence visa or permanent residents submitted in Canada (Within Canada) or applying for
  • has completed immigration physical examinations within the past five years and has not posed a risk to public health or safety, or has reported to the public health department for monitoring as required.

Earlier, the Minister of Immigration submitted a 39-page "Strategies to Expand the Transition to Permanent Residence " in House of Commons:

  • The government will complete the existing immigration targets in the immigration level plan for 2022-2024. Canada is expected to usher in a record 431,645 new immigrants this year. By November 1, Fraser must submit a new immigration level plan for 2023-2025.
  • The government will reform the Express Entry system to allow the IRCC Immigration Department to target candidates based on economic goals. The IRCC has previously told CIC News that these new fast-track draws may begin in early 2023.
  • IRCC plans to adopt the new National Occupational Classification (NOC) issued in 2021 on November 16. This new occupation classification system will allow 16 new occupations to qualify for entry into the fast track and remove 3 previously qualified occupations.
  • The government also aims to improve access to information for new immigrants to ensure they meet the necessary qualifications and to link them with federal, provincial or regional immigration programs; to eliminate barriers and other avenues for doctors and critically needed staff; and to improve pilot programs to provide permanent residence for nursing staff and agri-food workers.
  • IRCC is working to increase the number of French-speaking immigrants outside in quebec province and add a new municipal nomination program. The government will also continue to work with provincial, regional and Canadian employers to provide avenues for permanent residence, such as the Provincial Nomination Program (PNP).
  • IRCC is improving processing power, improving customer experience, and modernizing immigration systems through technological improvements. The purpose of this move is to shorten processing time and allow new immigrants to become Canadians "as soon as possible".
