The new type of cyber crime represented by telecommunications and network fraud has become a mainstream crime and a severe challenge faced by public security organs. Fraud groups keep up with social hot spots and change their fraudulent methods and "talk" at any time, which is highly confusing and the people are easily deceived. Fraud groups target different groups, tailor fraud scripts based on the illegally obtained accurate personal information, and carry out accurate fraud. There are now more than 50 types of fraud discovered by public security organs, including online order rebates, false investment and financial management, false online loans, impersonation of customer service, and impersonation of public security, procuratorial and judicial system. Since last year, cases of fraud by first using order rebates to defraud the public, and then diverted to false investment platforms to commit fraud have occurred frequently, with cases and losses of more than 30%.
