Dai Qian graduated from the Department of Animal Husbandry and the Institute of Animal Husbandry. He obtained a Ph.D. in Genetics from the University of California, Davis. He was the director of the Animal Husbandry Examination Institute of the "Committee of Agriculture" and deputy director of the Provincial Government's Department of Agriculture and Forestry. In 2003, he was appointed as the Director of the Management Bureau of Nanke and was promoted to the "Vice Chairman of the National Science and Technology Association" in 2007, and is currently the President of Nantai University of Science and Technology.
